Job summary

National Railroad Safety Services, Inc. (NRSS) is seeking a Contractor in Charge (CIC) in Houston, TX to oversee railroad project safety, compliance, and field operations.

The CIC ensures work within rights-of-way is performed safely and in accordance with regulations. The CIC coordinates with dispatchers and engineers, conducts briefings, and maintains thorough safety documentation while traveling across sites to support freight railroads, transit systems, and DOTs.

Qualifications

• Must have strong computer, communication, and organizational skills.
• Ability for long-term travel assignments, including multi-month deployments.
• Valid driver’s license required.
• Minimum of 2 years' experience in a railroad company (maintenance of way or TY&E preferred).
• Successful completion of required training (federal, client, company-specific).

Responsibilities

• Oversee worksite safety and provide flagging services as needed.
• Conduct job briefings and ensure FRA 49 CFR 214 compliance.
• Monitor track conditions, approaching trains, and work activities for safety.
• Coordinate train movements with dispatchers, engineers, and supervisors.
• Document activities, briefings, incident reports, and logs for management and regulators.
• Enforce railroad, state, and federal policies.
