Job summary

The State of North Carolina - Department of Transportation seeks an Engineer II (NS) to apply intermediate engineering and planning techniques for rail-related projects and state transportation initiatives. You will assist in grants administration, vendor coordination, and project communications across Southeast Corridor lines and adjacent rail interfaces.

Requirements include a bachelor’s degree in engineering and 3+ years of related experience, with PE licensure preferred.

Qualifications

  • Bachelor’s degree in engineering and three years of progressively responsible experience or equivalent.
  • Experience with highway design, project planning, scoping and construction methods.
  • Professional Engineer licensure preferred or required by state regulations.

Responsibilities

  • Apply engineering and planning techniques to traffic separation, crossing projects and STI/STIP programs.
  • Write and review technical letters, reports, provisions, and revision of specifications.
  • Design and review preliminary to final design plans and calculations for compliance.
  • Investigate public concerns and coordinate with stakeholders as needed.

You must apply by 11:59 PM prior to the posted closing date.This position provides an intermediate level application of engineering and planning techniques in the engineering development, management and implementation of Traffic Separation Studies, Crossing Consolidation and Elimination projects, State Transportation Improvement Program (STIP) projects from the Strategic Transportation Investments (STI) process, and other miscellaneous crossing safety projects and initiatives along the Southeast Corridor (SEC) and other existing railroad lines in the State; assists in the procurement and administration of grants and studies; and represents the rail mode in the highway scoping process by providing input on projects that may impact rail lines all acting independently with minimal management intervening through effective project communication. Employees may perform all of the work of lower level engineers, but this position is distinguished by more intermediate duties such as writing and reviewing technical letters, reports, special provisions, contract agreements, and/or revisions to specifications; and designing and/or reviewing/checking preliminary, intermediate and final design plans, calculations, engineering estimates or provisions to find errors or deviations from accepted engineering practices and to assure compliance with Federal and State statutes/guidelines on less complex projects. Work may include investigating and responding to complaints or requests from the general public, news media, and Federal, State, Railroad, and/or Municipal officials.The preferred applicant for this position should possess the following:•Considerable knowledge using OpenRoads Designer, NCDOT’s Project Delivery processes, ProjectWise, ArcGIS, and Microsoft 365 products.•Experience performing inspections/audits to ensure that proper procedures are followed.Applicants for this position will be required to complete a skills assessment.Knowledge Skills and Abilities/Management PreferencesSalary Grade and Salary Range: NC18 - $63,927.00 - $111,871.00Management prefers applicants with the following:Experience managing a project team delivering transportation projects for completeness, compatibility, and compliance with engineering principles and design needs and tracking/maintaining project schedules.Knowledge of professional engineering principles and practices of civil engineering as related to Highway Design with an emphasis on project planning, project design, and construction and maintenance methods, as they apply to the Project Delivery Process.Knowledge of Professional Engineering contracts and understanding of scoping, estimating, and negotiating.Experience setting priorities, developing work schedules, monitoring goal progress, and tracking details/data/information/activities.Experience expressing moderately complex engineering concepts and related facts in a clear and organized manner to internal and external customers.Minimum Education and ExperienceSome state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
