Job summary

RTX is seeking a Program Manager in El Segundo, CA to lead contract execution and cross-functional IPTs, ensuring cost, schedule, and technical performance. This onsite role requires coordinating EVMS/IMS processes and driving program outcomes with international teams.

Qualifications

  • Typically requires a Bachelor’s degree or equivalent experience and minimum 8 years of relevant experience, or an advanced degree with 5+ years’ experience.
  • Experience with managing cost, schedule, and performance using program management tools such as EVMS, IMS, IMS/IMP, risk and opportunity management, and financial forecasts.

Responsibilities

  • Serve as the single point of accountability for executing contracts.
  • Direct cross-functional IPTs to ensure cost, schedule, and technical performance.
  • Manage EVMS baseline metrics, Estimates at Complete (EACs), and the IMS.
  • Drive program P&L, forecasts, and Annual Operating Plan (AOP) commitments.
  • Lead proposals, draft SOWs, BOEs, and assembly proposal pricing for management review.
  • Coordinate with Supply Chain and Manufacturing to resolve material bottlenecks and ensure production readiness.
  • Ensure adherence to RTX phase-gate processes, ITAR/EAR regulations, security protocols, and contract terms.
  • Travel domestically and internationally periodically as required.

The F-15 product line within ARS provides development, production and sustainment for the Japan radar products on the F-15 platform. Working directly with the Japan Air Self Defense Forces (JASDF) and multiple in country business partners and manufactures, the Japan F-15 program is a unique, high profile product area for the Raytheon Company.

This Program Manger role is an opportunity for an individual with the aptitude, attitude and interest in international business, various contracting methods, and working with US and international teams. You will support all phases of the product life cycle from proposal, to execution, and sustainment. You need to have some Program Office or relevant execution experience and an interest in growing your leadership and management skills. This role requires strong communication, dedicated work ethic, a willingness to learn on the job, and committed to being an active participant in our team and customer focused culture.

This role is onsite located in El Segundo, CA.

What You Will Do
  • Serve as the single point of accountability for executing contracts. Duties extend far beyond basic project tracking into contract lifecycles, financial metrics, and cross-functional leadership.
  • Program Execution & EVMS: Direct cross-functional Integrated Product Teams (IPTs) to ensure cost, schedule, and technical performance. Manage Earned Value Management System (EVMS) baseline metrics, Estimates at Complete (EACs), and the Integrated Master Schedule (IMS).
  • Financial Management: Drive Program P&L, managing financial forecasting, Annual Operating Plan (AOP) commitments, and cash flow predictability across the contract lifecycle.
  • Customer & Stakeholder Interface: Serve as the primary point of contact for our foreign commercial customers. Lead formal Program Management Reviews (PMRs) and briefings.
  • Risk & Opportunity (R&O): Lead continuous R&O assessments to mitigate execution risks, optimize contract margins, and accelerate schedule milestones.
  • Proposals: Lead proposal efforts, draft Statements of Work (SOW), Basis of Estimates (BOE), and assembly proposal pricing for management review. And approval.
  • Supply Chain & Operations Alignment: Coordinate with Supply Chain and Manufacturing to resolve material bottlenecks, manage supplier performance, and ensure production readiness.
  • Compliance & Governance: Ensure adherence to RTX phase-gate processes, ITAR/EAR regulations, security protocols (classified efforts), and contract terms.
  • Travel domestically and internationally periodically per the demands of the capture strategy.
Qualifications You Must Have
  • Typically requires a Bachelor’s degree or equivalent experience and minimum 8 years of prior relevant experience, or an Advanced degree in a related field and minimum 5 years’ experience
  • Experience with managing cost, schedule, and performance with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Schedule (IMS), Risk and Opportunity Management, IMS/IMP, financial forecasts, or similar business processes
Qualifications We Prefer
  • Program Management Level 5 Certification or ability to achieve within 1 year
  • Experience in assembling proposals and managing contract lifecycles
  • Experience with managing supply chain for items manufactured in a factory
  • Experience with Export/Import regulations
  • Active Secret security clearance

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
