Job summary

Culmen International is seeking a Mid-Level Program Analyst to support NGA Research and the ORTA Team onsite in Springfield, VA. The role involves coordinating and managing R&D program activities, funding, and partnerships to transition technologies from concept to realization.

The position requires strong communication skills, knowledge of regulatory controls (ITAR/DPAR), and experience with SOWs and government contracting.

Qualifications

• Knowledge of Intellectual Property, Export Control/ITAR, TRLs, and security classifications.
• Experience or education in developing and implementing R&D program development from concept to transition.
• Knowledge of RDT&E funding, PPBE process and FAR/DFARS for program planning and funding.
• Experience drafting, reviewing, and editing R&D statements of work (SOWs) and related agreements.
• Communications strategy to support Technology Transfer programs.
• Experience writing, editing, and distributing technical and public communications.

Responsibilities

• Experience or education in developing and implementing an effective Knowledge and experience in R&D program development from concept inception to transition of technologies; experience or education in program management and understanding of cost, schedule, and performance.
• Knowledge of RDT&E funding, the PPBE process and FAR, DFARS FMR for structuring program schedules and planning execution of funding; experience drafting, reviewing, and editing R&D statements of work (SOWs), contracts, agreements such as Technology Transfer agreements, CRADAs, EPA, PIA, etc., and other program documentation.
• Communications strategy to support the execution of the Technology Transfer program.
• Experience writing, editing, and distributing content, including publications, public releases, website content, annual reports, and other materials that communicates the organization's activities, products and/or services internally as well as external to organizations.
• MBA with concentration in Technology Management
• Prior or current experience working with a research and development organization or government agency
