ISO New England is the independent system operator responsible for ensuring the safe and reliable flow of electricity in our region and planning for the future of the electric grid. We are at the forefront of New England’s ongoing transition to clean energy.

Planning Services Development & Solutions develops the tools, modeling frameworks, and market design analytics that enable ISO New England and regional stakeholders to plan for resource and energy adequacy amid decarbonization, electrification, emerging technologies, evolving public policy, and shifting demand. In this high-visibility role, you will lead rigorous, defensible analysis and research that inform system planning and market outcomes—delivering actionable insights across capacity and energy adequacy modeling, demand forecasting, supply accreditation, and long‑term system projections.

NOTE: This role is currently located in Windsor, CT until it permanently moves to Holyoke, MA, which is currently expected to occur in 2028.

How you will make an Impact

  • Assess future system needs, including locational and temporal reliability trends, and evaluate how different technologies contribute to capacity value, flexibility, and energy adequacy.
  • Lead research on optimal future resource mix development using optimization and scenario analysis (multi‑objective reliability/cost/emissions/flexibility; technology portfolios under uncertainty; long‑term planning under deep decarbonization).
  • Propose, analyze, and communicate market design improvements; run simulations/what‑if studies to quantify impacts; and lead stakeholder discussions to align modeling approaches with real‑world outcomes.
  • Lead and/or provide technical direction for comprehensive assessments of resource capacity and energy adequacy (e.g., LOLE, EEU, risk metrics) for the New England power system.
  • Develop and implement innovative modeling techniques to represent emerging supply- and demand-side resources (renewables, storage, DERs, demand response, electrification) in probabilistic reliability assessments.
  • Enhance and modernize resource adequacy models, assumptions, and datasets to reflect changing system conditions, operating practices, and policy/regulatory drivers.
  • Define enhancements and new functionality for reliability, resource, and demand models; partner with software vendors and internal teams to implement, validate, and document improvements.
  • Benchmark and evaluate alternative analytical tools and methodologies (resource adequacy, capacity accreditation, production cost/economic dispatch) to strengthen planning and market studies.
  • Provide project and technical leadership across internal teams, external stakeholders, and regional planning organizations; present findings in clear, decision‑ready formats for technical and non‑technical audiences.

What we are looking for

  • M.S. or Ph.D. in Engineering, Operations Research, Applied Mathematics, Statistics, or a related technical field, plus 2+ years of relevant experience; or Bachelor’s degree in a related technical field plus 5+ years of relevant experience.
  • 2+ years of experience in power system planning/research, including optimization, probabilistic resource and energy adequacy assessment, and/or production cost (economic dispatch) simulation.
  • Strong quantitative and data analysis skills, including working with large, complex datasets to identify trends, drivers, and sensitivities.
  • Demonstrated ability to work independently, lead workstreams, and collaborate effectively in a team environment.
  • Knowledge of planning and operating criteria/standards and the reliability framework (e.g., ISO/RTO practices, NERC, NPCC).

The expected salary range for an R&D Analyst/Engineer is $100,000 - $135,000 per year. We will also consider a Senior or Lead. The pay range for the those levels is $135,000 - $180,000 annually.
