Brief Job Description

The Financial Examiner III performs moderately complex (journey-level) financial examination work for the Provider Finance Department. Work involves reviewing, testing, and evaluating fiscal records, and conducting examinations to determine and report on financial condition and compliance with statutory requirements, bylaws, and rules. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
  • Performs financial examination work to determine and report on financial condition and compliance with statutory requirements, bylaws, and rules. (60%)
  • Reports examination findings, communicates issues, and provides recommendations for improving future operational decisions. (20%)
  • Communicates financial examination requirements and results to internal staff and assists with the development of action plans to address identified issues in support of team objectives. (15%)
  • Other duties as assigned to support the mission and operations of the Provider Finance Department and Texas Health and Human Services, including assisting with special projects, process improvements, cross-functional collaboration, and adapting to evolving organizational needs. (5%)

  • Both statutory accounting principles (SAP) and generally accepted accounting principles (GAAP);

  • Corporate structures, business operating procedures, management controls, and internal reporting techniques.

  • The use of computer systems and associated applications.
  • The analysis of estimated fiscal impacts related to Medicaid, or other health-related changes.

  • Coordinate projects for timely completion;

Initial Selection Criteria

At least one year of experience in financial examination work. Graduation from an accredited four-year college or university with major coursework in business administration, finance, accounting, economics, insurance, or a related field is preferred. Experience with agency programs, policies, and procedures is preferred.

Additional Information

The position is currently eligible to telework for up to 3 days per week. However, telework schedules may change in the future if HHSC telework policies are updated.
