Job summary

Akima, LLC is seeking a Quality Manager to oversee all QA/QC activities supporting NSA Annapolis and the U.S. Naval Academy. The role enforces the QM Plan, contract performance standards, and regulatory requirements to ensure continuous production and service reliability.

Responsibilities include developing and maintaining the QMS, preparing QA reports, coordinating audits with KO/COR/PAR, and leading QC personnel on-site. A strong background in BOS contracts and QA methodologies is required.

Qualifications

  • Must be able to obtain and maintain a favorably adjudicated NACI.
  • High school diploma required; bachelor’s degree preferred.
  • Formal training in QMS development, inspection and surveillance, and corrective/preventive action.
  • At least five (5) years of experience on BOS services contracts of $10M+ per year.
  • Strong knowledge of quality management concepts, principles, practices and QA methodologies.
  • Excellent organizational, communication and leadership skills.
  • Working knowledge of NAVFAC MAXIMO for work orders and quality data.

Responsibilities

  • Manage quality control activities to ensure continuous production and service delivery.
  • Develop, implement, and maintain the QMS per contract requirements and QM Plan.
  • Prepare and submit the initial QM Plan for Government review and acceptance annually.
  • Prepare and submit the Contractor Quality Inspection and Surveillance Report.
  • Enforce quality policies, procedures, and work instructions for compliance.
  • Develop and analyze data, metrics, and KPIs to establish quality expectations.
  • Coordinate with KO, COR, and PAR on QA surveillance activities and audits.
  • Ensure timely resolution of non-conformances and corrective actions.
  • Supervise QC personnel and maintain QMS compliance on-site.
  • Maintain quality documentation configuration control and compliance.
  • Plan and organize quality assurance training for personnel.
  • Serve as primary contact for quality matters with KO, COR, PAR and leadership.
  • Lead QC personnel and support policy, initiatives, and objectives.

Job description

The Quality Manager is responsible for overseeing and managing all quality control and quality assurance activities in support of contract requirements at NSA Annapolis, Maryland, including the United States Naval Academy. The Quality Manager shall ensure continuous production and service performance consistent with established standards, contractual requirements, and Quality Management System (QMS) procedures. This position serves as the primary point of contact for all quality-related matters and is responsible for enforcing compliance with the Government-accepted Quality Management (QM) Plan, all contract performance objectives and standards, and applicable regulatory requirements.

Responsibilities
  • Manage quality control activities designed to ensure continuous production and service delivery consistent with established standards and contractual requirements.
  • Develop, implement, and maintain the Quality Management System (QMS) in accordance with contract requirements and the QM Plan content requirements, including QMS policy and objectives; quality organization; approach to assuring conformance with performance objectives and standards; methods and procedures for planning, operation, and control of processes; and procedures for inspection and surveillance of services including scheduling, measurement, data collection and analysis, corrective action, preventive action, and continuous improvement.
  • Prepare and submit the initial QM Plan for Government review and acceptance, annually thereafter, and as changes occur during the period of performance.
  • Prepare and submit the Contractor Quality Inspection and Surveillance Report.
  • Prepare and enforce quality policies, procedures, and work instructions to ensure compliance with the program.
  • Develop and analyze statistical data, specifications, quality metrics, and key performance indicators (KPIs) to establish and maintain quality and reliability expectations.
  • Formulate and maintain quality control objectives and coordinate objectives with operational procedures and management personnel to maximize quality and reliability while minimizing operational disruptions and costs.
  • Coordinate with the Contracting Officer (KO), Contracting Officer's Representative (COR), and Performance Assessment Representative (PAR) regarding quality assurance surveillance activities, inspections, and audits.
  • Ensure timely resolution of non-conformances and implement corrective and preventive actions as required.
  • Supervise and provide guidance to Quality Control personnel to ensure enforcement of QMS requirements on-site.
  • Maintain configuration control of quality documentation and ensure compliance with all contractual, regulatory, and company requirements.
  • Plan, promote, and organize quality assurance and reliability training activities for personnel.
  • Serve as the primary point of contact for all quality-related matters with the KO, COR, PAR, and corporate leadership.
  • Lead and direct the work of Quality Control personnel and support departmental policies, procedures, strategic initiatives, and operational objectives.
Qualifications
  • Must be able to obtain and maintain a favorably adjudicated National Agency Check Investigation (NACI).
  • High school diploma required.
  • Shall have documented formal training in quality management system development, inspection and surveillance methodology, and corrective/preventive action.
  • Shall have at least five (5) years of experience in preparing and enforcing QMS programs on Base Operations Support (BOS) services contracts (or equivalent) of similar size, scope, and complexity, meaning at a contract value of $10 million or greater per year, encompassing facility investment/facility management and at least one utilities discipline (electrical, natural gas, wastewater, steam, water, or chiller plant) plus additional base support functions.
  • Comprehensive knowledge of quality management concepts, principles, practices, and quality assurance methodologies.
  • Strong organizational, communication, and leadership skills.
  • Working knowledge of NAVFAC MAXIMO for work order documentation and quality data collection.
Preferred Qualifications
  • Bachelor’s degree in a Technical or Business-related field preferred.
  • Current CMQ/OE (Certified Manager of Quality/Organizational Excellence) certification preferred.
  • Experience developing and maintaining an ISO 9001:2015-aligned quality management system preferred.
