Job summary

L.A. Care Health Plan in Los Angeles, CA is seeking a Quality Improvement Project Manager II to oversee a portfolio of healthcare projects within the Quality Improvement Department.

Responsibilities include ensuring regulatory compliance, data-driven interventions, and successful vendor management. The role requires a Bachelor's Degree (or equivalent experience), at least 3 years in managed care, strong regulatory and analytical skills, and excellent communication.

Qualifications

• Bachelor's Degree is required; in lieu of degree, equivalent education and/or experience may be considered.
• At least 3 years of experience in a managed health care environment.
• Knowledge of regulatory requirements for Medicaid, Medicare, and NCQA standards.
• Strong data management and analytic skills (including basic statistics or better).
• Proficiency in analytical tools (SPSS) and Microsoft Office (Excel, MS Project, Access, Visio); including database, forms, letters, and advanced queries.
• Ability to lead project teams, meet deadlines and coordinate dependencies outside the department.
• Excellent written and oral communication skills.
• Strong interpersonal skills with ability to work with staff at all levels.
• Persuasion skills to engage internal staff in quality improvement activities.
• Preferred: Project Management and analytical/problem solving skills.
• Statistical Analysis System (SAS) preferred

Responsibilities

• Design and manage a portfolio of assigned projects within budget to ensure timely, accurate delivery in compliance with regulatory requirements and NCQA standards.
• Present quarterly performance analyses and reports to Quality Oversight Committees and other committees.
• Monitor performance of current service interventions and coordinate new interventions.
• Conduct process analysis and evaluation to ensure business process improvements meet requirements and benefits.
• Develop project management tools to implement and evaluate current projects and assess annual performance goals.
• Lead vendor selection processes, manage vendor contracts, and ensure ROI; comply with RFP and RFQ processes.
• Perform other duties as assigned.
