QUALITY ENHANCEMENT & TRAINING MANAGER

Reports To: Executive Director
Schedule: Business hours with limited on-call support
Location: Central Maryland; regular travel to agency offices and service locations required

POSITION SUMMARY

Inspired Options Inc. is seeking an experienced Quality Enhancement & Training Manager to lead agency-wide quality enhancement, regulatory compliance, staff training, and continuous improvement initiatives.

The Quality Enhancement & Training Manager is responsible for evaluating service quality and compliance, identifying organizational risks, coordinating corrective actions, strengthening staff training systems, and collaborating with program, nursing, human resources, and administrative leadership.

This position supports all agency service lines and helps ensure services are person-centered, consistent with each participant's Person Centered Plan (PCP), properly documented, and delivered in accordance with applicable Maryland Developmental Disabilities Administration (DDA) requirements, COMAR, Medicaid waiver requirements, Office of Health Care Quality (OHCQ) standards, and agency policies.

KEY RESPONSIBILITIES

Quality Enhancement and Compliance

  • Develop, implement, and maintain the agency's Quality Enhancement Plan and annual quality priorities.
  • Conduct scheduled and unannounced reviews of residential and non-residential services.
  • Audit participant records, service documentation, treatment records, physician orders, medication administration records, health care follow-up, staffing practices, and implementation of Person Centered Plans.
  • Identify compliance deficiencies, recommend corrective actions, monitor deadlines, and verify sustained correction.
  • Prepare the organization for DDA, OHCQ, Medicaid, licensing, and other external reviews.
  • Coordinate responses to regulatory findings and assist with the development and monitoring of Plans of Correction.
  • Maintain quality dashboards and analyze trends involving incidents, complaints, medication events, participant outcomes, documentation, staff training, and repeat deficiencies.
  • Present significant findings, emerging risks, and improvement recommendations to executive and management leadership.
Incident Management and Investigations
  • Review internal incident reports for completeness, appropriate immediate action, required notifications, and timely follow-up.
  • Coordinate or conduct internal investigations using objective fact-finding methods and appropriate confidentiality.
  • Complete and monitor required DDA and other regulatory incident submissions within applicable timeframes.
  • Conduct root-cause and trend analyses and recommend changes to policies, supervision, training, or service delivery.
  • Promptly escalate suspected abuse, neglect, exploitation, serious health or safety risks, and other critical compliance concerns.
Training and Staff Competency
  • Develop and maintain the agency's annual training plan and position-based training matrix.
  • Coordinate new-hire orientation and required DDA, agency, CPR/First Aid, and role-specific training.
  • Collaborate with the Delegating Nurse regarding medication administration and nursing-related training requirements.
  • Develop and update training curricula, presentations, job aids, competency assessments, and refresher training.
  • Deliver qualified in-house training and coordinate external instructors when appropriate.
  • Monitor employee training requirements, expiration dates, completion rates, and competency verification.
  • Notify responsible managers of training deficiencies and ensure employees do not perform duties for which required training or competency has not been completed.
  • Evaluate training effectiveness and its impact on staff knowledge, performance, documentation, and service outcomes.
Participant Support and Quality Coordination
  • Collaborate with Program and Nursing teams to monitor implementation of health care recommendations and participant-specific support instructions.
  • Review medication and treatment documentation for quality and compliance.
  • Coordinate administrative and quality oversight of approved Behavior Support Plans.
  • Monitor staff training, competency, required data collection, documentation, behavioral trends, and corrective follow-up.
  • Participate in admission, review, transfer, and discharge activities when quality, training, risk, or regulatory input is needed.
Organizational Leadership
  • Coordinate and support required quality and Standing Committee activities.
  • Facilitate Quality Enhancement and Performance Improvement meetings.
  • Monitor assigned quality and performance improvement initiatives.
  • Provide coaching and technical assistance to Program Coordinators, managers, and direct support teams.
  • Collaborate with Program leadership, Human Resources, the Delegating Nurse, PCP Coordinator, CIMS Administrator, and other organizational leaders.
  • Recommend policy and procedure revisions based on regulatory requirements, quality data, audit findings, and operational risk.
  • Report significant quality and compliance findings directly to the Executive Director.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in human services, social work, psychology, education, organizational development, health care administration, public health, business administration, or a related field.
  • At least five years of progressively responsible experience in intellectual and developmental disability services or another regulated human services or health care setting.
  • At least two years of experience in quality assurance, compliance, staff training, investigations, or management preferred.
  • Maryland DDA provider experience strongly preferred.
  • Master's degree in a related discipline preferred.
  • A combination of education and substantial directly relevant experience may be considered.
KNOWLEDGE, SKILLS AND ABILITIES
  • Working knowledge of quality management, regulatory compliance, incident review, corrective action, and adult learning principles.
  • Ability to interpret regulatory requirements, conduct objective audits, analyze data, identify systemic causes, and prepare clear written reports.
  • Sound judgment, professional independence, discretion, and the ability to escalate concerns appropriately.
  • Strong organizational, project management, facilitation, coaching, written communication, and presentation skills.
  • Ability to work effectively with participants, families, advocates, employees, health care professionals, regulators, and other stakeholders.
  • Proficiency with Microsoft Office and the ability to learn electronic health record, learning management, incident reporting, and quality dashboard systems.
WORKING CONDITIONS

This position requires regular travel to agency offices and service locations throughout Central Maryland, use of a computer and telephone, review of electronic and paper records, and participation in meetings and training sessions. Limited after-hours consultation or participation in an on-call rotation may be required for urgent quality and compliance matters.
