Job summary

ECC is seeking a Quality Control Manager for a Wake Island project focused on liquid fuels maintenance (LFM) repairs for DoD POL facilities. The QC Manager will serve as the primary spokesperson for the CQC Program and handle client communications.

On-site responsibilities include leading QC activities, coordinating testing, and ensuring compliance with contract documents and codes. The role requires five years in fuels-related work with at least two years as QC Manager within the last decade,

Qualifications

  • Strong written and verbal communication to coordinate with client and subcontractors.
  • Must lead and teach quality concepts across project teams.
  • Experience leading QC teams on DoD construction projects is highly desirable.

Responsibilities

  • Take action to ensure work aligns with ECC QC Program, designs, specs, and codes.
  • Promote safety with subcontractors and project team daily.
  • Implement Three-Phase Control Process per standards and contract.
  • Facilitate QC meetings and document minutes.
  • Manage testing programs, review results, and document findings.
  • Inspect materials and ensure contract compliance.
  • Process submittals and provide timely client communications.
  • Log RFIs and ensure corrective actions closeout.

Job description

Location: Wake Island

Hiring now for a start date of Jan/Feb 2027, this project is anticipated to run through Nov 2027.

ECC is seeking a Quality Control Manager for a project on Wake Island for liquid fuels maintenance (LFM) repairs to Department of Defense (DoD) Petroleum, Oil, and Lubricants (POL) facilities. The Quality Control Manager will be the primary spokesperson on matters related to the CQC Program to include any formal communication with our client.

  • Take appropriate action to ensure that work is performed in accordance with ECC Quality Control Program, the design, the contract specifications, pertinent building codes & practices as well as national and local standards
  • Work to actively promote and support the safety program with subcontractors and project team members on a daily basis
  • Ensure implementation of the Three-Phase Control Process in accordance with Company standards and contract requirements
  • Facilitate QC meetings and document minutes
  • Ensure the appropriate and required testing program is implemented; evaluate, review, monitor and document results
  • Inspect and document the receipt of all materials to ensure compliance with contract documents
  • Process submittals to ensure that they meet the contract and project requirements and are submitted to the client as required and in a timely matter.
  • Author quality related documentation (reports, logs, and records), completing required information for daily reports and client communications in a timely and accurate manner
  • Author and log Requests for Information (RFIs)
  • Ensure implementation, documentation, and close-out of corrective actions
  • Initiate stop work or re-work in coordination with the project team in circumstances where nonconformance to prescribed work methodologies occurs
  • Manage effort to close out the project in a timely manner
  • Onsite at all times during construction
  • In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.
Requirements
  • The ability to communicate in written and oral formats with diplomacy and tact
  • An aptitude for exercising independent thinking and reasoning
  • Demonstrated success in teaching others quality concepts and requirements
  • Successful leadership of subcontractors and project teams in support of quality endeavors
  • Competent in using Microsoft Office products, email systems, and Windows
  • Must possess a current Construction Quality Management (CQM) for Contractor’s certificate or the ability to obtain one within 60 days.
  • Attend professionally accredited QC management course (i.e. USACE or NAVFAC)
  • Current through POP
  • Five (5) years of work experience in a position directly related to fuels with two (2) years of experience as a Quality Control Manager within the last 10 years
  • Travel: Must be able and willing to work on-site at project location with periodic travel home with project management approval.
  • Education: A Bachelor’s degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science. Equivalent combination of education and experience may be substituted for this requirement under certain circumstances.
Preferred Qualification
  • Master’s degree in Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science.
  • Five (5) years of Quality Control experience
  • Ten (10) years of Construction experience
  • Previous success in working effectively in a dotted line reporting structure
  • Familiarity with workplace health and safety concepts
  • Applicable Certification in Quality
  • Proven ability to use USACE Resident Management System (RMS)
  • OSHA 30 Hour Construction Certification
  • First Aid and CPR Certification
  • ACI Certification
  • Prior experience with Federal Government DoD construction projects

ECC targeted base salary range is $125,000 to $130,000 annually.
Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
