Job summary

ECC is seeking an Onsite Quality Control Manager for the Portland Tank Repairs project. The role requires implementing and managing the project’s quality control program to ensure compliance with contract requirements, plans, and industry standards.

  • Minimum five (5) years of Quality Control experience; up to two (2) years as an Assistant Quality Control Manager may count toward requirement.
  • Qualifying experience must have been obtained within the last ten (10) years.
  • Experience as Site Superintendent or Quality Control Manager on similar size and type construction contracts.
  • Experience with fuels-related major construction trades: Electrical, Mechanical, Civil, and Coatings.
  • Equivalent commercial construction experience may count if it includes Electrical, Mechanical, Civil, and Coatings trades.
  • Experience and knowledge using Air Force standards for tank inspection and repairs.
  • Strong written and verbal communication skills.
  • Ability to coordinate with project teams, subcontractors, and client representatives.
  • Proficiency with Microsoft Office applications and construction management software.
  • Education: Bachelor’s degree preferred; degree may substitute for up to two years of required experience.

Responsibilities

  • Work on-site to ensure construction activities meet contract specifications and project requirements.
  • Manage and implement the Quality Control Plan and related quality management processes.
  • Coordinate and document the Three-Phase Control Process (Preparatory, Initial, Follow-Up inspections).
  • Conduct and document inspections to verify compliance with project requirements.
  • Review and coordinate submittals, RFIs, testing requirements, and QC documentation.
  • Ensure materials and equipment on-site meet contract requirements and approved submittals.
  • Monitor subcontractor performance for quality compliance.
  • Coordinate testing activities and maintain QC records.
  • Prepare quality reports, logs, deficiency notices, and corrective action documentation.
  • Collaborate with management, subcontractors, and client representatives to resolve quality concerns.
  • Maintain organized project records and timely upload to project management systems.
  • Participate in project meetings and client communications; perform additional duties as needed.

Description

Location: Portland Tank Repairs Project Site (On-Site)

Project Schedule: Anticipated to begin field activities in January/February 2027, with a Period of Performance (POP) extending through September 2029.

ECC is looking for an Onsite Quality Control Manager (QCM) for the Portland Tank Repairs project. In this position, you will be responsible for implementing and managing the project's quality control program to ensure all work is performed in accordance with contract requirements, approved plans and specifications, applicable regulations, and industry standards. The Quality Control Manager will work closely with project staff, subcontractors, and client representatives to maintain compliance throughout all phases of construction. In this position, you will:

  • Work on-site to ensure construction activities are performed in accordance with contract specifications, approved submittals, applicable codes, and project requirements
  • Manage and implement the project Quality Control Plan and associated quality management processes
  • Coordinate and document the Three-Phase Control Process, including Preparatory, Initial, and Follow-Up inspections
  • Conduct and document inspections to verify compliance with project requirements
  • Review and coordinate submittals, RFIs, testing requirements, and quality-related project documentation
  • Ensure that all materials and equipment received on-site comply with contract requirements and approved submittals
  • Monitor subcontractor performance and verify compliance with quality standards
  • Coordinate testing activities and maintain accurate quality control records
  • Prepare quality reports, logs, deficiency notices, and corrective action documentation

Requirements
  • Minimum five (5) years of Quality Control experience; up to two (2) years of experience as an Assistant Quality Control Manager may be counted toward this requirement
  • Qualifying experience must have been obtained within the last ten (10) years
  • Experience as a Site Superintendent or Quality Control Manager on similar size and type construction contracts
  • Experience with fuels-related major construction trades, including Electrical, Mechanical, Civil, and Coatings work
  • Equivalent commercial construction experience may be considered if it includes Electrical, Mechanical, Civil, and Coatings trades
  • Experience and knowledge using Air Force standards for tank inspection and repairs

  • Education: Bachelor's degree in Engineering, Construction Management, or a related field preferred. A degree in Engineering, Construction Management, or an applicable project-related field may be substituted for up to two (2) years of the required experience
Required Certifications
  • Current USACE or NAVFAC Quality Control Management Certification
  • Certification must remain current throughout the Period of Performance (POP)
  • Certification must have been completed within five (5) years prior to onsite performance
Preferred Qualifications
  • Previous experience on Department of Defense construction projects
  • Experience managing quality control programs on fuel storage tank repair or rehabilitation projects
  • Familiarity with USACE and NAVFAC quality control procedures
  • Experience with electronic project documentation systems

ECC targeted base salary range is $125,000 to $130,000 annually.

Actual salary offered may be affected by education, training, certifications, experience, skills, level of responsibility, and location.
