SLSCO Ltd. Federal Services Division is seeking an experienced QC Manager to join its growing Federal Division, pursuing heavy civil infrastructure opportunities across the Southwestern United States with federal clients such as NAVFAC, USACE, and AFCEC.

The QC Manager will implement and manage project quality control plans to ensure contracts are met, oversee inspections and audits, and coordinate with third‑party testing and the Project Manager.

Qualifications

• Minimum 10 years of construction quality-control experience.
• Experience on at least two federal design-build construction projects.
• CQCM certification strongly desired or must attain within 30 days; OSHA 30-hour strongly desired or must attain within 30 days.

Responsibilities

• Develop and implement the Project Quality Control Plan to ensure contract compliance.
• Perform quality inspections per contract requirements and the 3-phase quality system.
• Manage 3rd party testing and inspection firms supporting the project.
• Review submittals for contract compliance before submission.
• Maintain RFI and Non-Conformance Registers; submit QC reports regularly.

Position

SLSCO Ltd. Federal Services Division is seeking an experienced QC Manager to join a fast-growing and dynamic Federal Division in pursuit of heavy civil infrastructure opportunities across the Southwestern United States with federal clients, such as the Naval Facilities Engineering Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and Air Force Civil Engineer Center (AFCEC).

The QC Manager will be responsible for implementing and managing project quality control plans to ensure construction meets or exceeds all contract requirements. The QC Manager will have day-to-day operational responsibility to the Project Manager and/or Project Superintendent, and functional responsibility to the Director of Quality Control.

Responsibilities

• Serve as QC Manager reporting primarily to the Project Manager/Superintendent, with additional functional responsibilities to the Director of Quality Control.
• Manage and maintain a healthy client relationship while protecting company interests.
• Become intimately familiar with all plans and specifications that govern the project.
• Develop and implement the Project Quality Control Plan to ensure contract compliance.
• Effectively communicate QC Plan expectations and requirements with all stakeholders.
• Perform quality inspections per contract requirements and the 3-phase quality system.
• Proactively inspect in-process work to ensure contract conformance and minimize rework.
• Establish inspection protocols for off-site work to ensure high quality standards are enforced.
• Manage the efforts of all 3rd party testing and inspection companies supporting the project.
• Review all submittals to ensure compliance with contract specifications before submission.
• Perform internal/external audits as necessary to ensure compliance with the QC Plan.
• Maintain and manage RFI and Non-Conformance Registers to resolve all construction issues.
• Submit meaningful quality information in daily/weekly/monthly QC Reports.
• Assist in the development and preparation of QC Plans for future projects.
• Perform all other duties as assigned by the Project Mgr/Supt or Director of Quality Control.

Qualifications

• Minimum 10 years of construction quality-control experience
• Must have experience on at least two federal design-build construction projects
• Must have served as QCM/CQC Manager on at least two construction projects valued at $10 million or more each
• Strong heavy-civil construction experience preferred
• Experience with the three phases of control, submittals, inspections, testing, deficiency tracking, documentation, and coordination with government representatives
• Experience with roadway, earthwork, drainage, concrete, structural, and utility construction preferred
• 2-yr or 4-yr Degree in construction, or engineering, or related fields; strongly desired.
• USACE CQCM certification strongly desired, or must attain within 30 days of hiring.
• 30-hour OSHA certification strongly desired, or must attain within 30 days of hiring.
• Proficiency with a computer and with MS Office products (Outlook, Word, Excel); required.
• Ability to speak, read and write fluent English; required.
• Ability to successfully pass background/security check; required.
• Secret or above Security Clearance; strongly desired.

Physical Demands:

• Use of manual dexterity, tactile, visual, and audio acuity.
• Use of repetitive motion, prolonged periods of sitting and standing, and sustained visual and mental applications and demands.
• Occasional lifting (up to 40 pounds), bending, pulling, and carrying.
• Quantitative/mathematical ability (addition, subtraction, multiplication, division, standard measurements).
• Ability to work outside in and around construction sites safely.
