Job summary

Black Construction, a Tutor Perini Company, seeks a Quality Control Manager to join our Guam office. You will lead QC engineering and inspection activities across civil, structural, architectural finishes, mechanical and electrical scopes.

Reporting to the Project Manager, you will develop QA/QC procedures, supervise staff, review submittals, perform inspections, and coordinate with Owner's Rep on tests and documentation.

Qualifications

• Bachelor's degree in Engineering, Construction Management or related field.
• Minimum five years as QC Manager.
• Ten+ years in related roles on similar contracts with major trades.
• Familiar with USACE EM385-1-1; hazard identification and safety compliance.
• Knowledge of NAVFAC/ACOE or US Air Force QA/QC practices.
• Experience on Federal or municipal projects preferred.
• Must be able to work in the U.S. and its territories.

DESCRIPTION:

As a Quality Control Manager at Black Construction, reporting to the Project Manager, you will have the opportunity to: Manage a variety of quality control engineering and inspection work related to a specific discipline, i.e., civil, structural, architectural finishes, mechanical, electrical low and medium installations of conductors and equipment, piping, welding, NDE and/or electric. You will carry out supervisory responsibilities in accordance with the organization's policies, core values, and applicable laws. Supervisory responsibilities include, but are not limited to: training, and mentoring employees; planning and directing corrective work; appraising performance.

• Develop understanding/working knowledge of company quality control program, company standards, procedures, codes, etc. required to perform assigned work.

• Review, comment upon and control design and product submittal process.

• Perform quality control inspections and witness tests to determine the acceptability of work.

• Schedule and coordinate QA inspectors with Owner's Rep.

• Assist in maintaining work performance records, inspection records and other related items; assure correctness of all documents.

• Assist in preparation/implementation of quality control procedures, i.e., inspection instructions, control measuring and test equipment, etc.

• Participate in internal/external quality control audits.

• Assist in reviewing purchase order documents to Ensure compliance with quality control requirements.

• Inspect and inventory material shipments for compliance.

REQUIREMENTS:

• Bachelor's degree in Engineering, Construction Management or a related field or a related program from an accredited institution.

• Minimum Five (5) years of experience as a QC Manager.

• Ten (10) or more years of combined experience as a QC Manager, Superintendent, Project Manager, Construction Manager or Project Engineer on similar size and type construction contracts which include the major trades that are part of this contract.

• Must be familiar with requirements of USACE EM385-1-1 and experience in the areas of hazard identification, safety compliance and sustainability.

• Thorough working knowledge of regulatory agency quality assurance/quality control activities preferably with NAVFAC/ACOE or US Air Force.

• Experience managing quality control, quality assurance on commercial building and heavy civil projects. valued at $20M or more.

• Excellent written and verbal communication skills.

• Proven ability to work with multi-national ethnicities' personnel.

• Experience on Federal or municipal projects is preferred.

• Must be able to work in the U.S. and its territories.
