Job summary

Qualifications

  • Bachelor's degree or equivalent construction experience.
  • 5+ years of experience as a Quality Control Manager on commercial, heavy civil, utility, or federal construction projects.
  • Experience implementing Quality Control programs on federal construction projects.
  • Thorough understanding of construction drawings, specifications, submittals, and quality management procedures.
  • Experience coordinating inspections, testing, and commissioning activities.
  • Strong organizational, communication, and documentation skills.
  • Proficiency with Microsoft Office Suite and construction management software.
  • Valid driver's license with an acceptable driving record.

Position Summary

Colorado Network Staffing (CNS) is seeking an experienced Construction Quality Control Manager (QCM) to support our client on a federal construction project at Grand Canyon National Park's North Rim. This highly visible project includes the construction of a temporary 90,000-gallon-per-day membrane wastewater treatment facility, utility infrastructure, site grading, concrete foundations, lift stations, conditioned storage facilities, laboratory installation, commissioning, and startup.

The Quality Control Manager will oversee the project's Quality Control Program, ensuring all work complies with contract requirements, project specifications, federal quality standards, and applicable codes. Experience with federal construction, wastewater treatment facilities, heavy civil construction, utility infrastructure, and remote project environments is strongly preferred.

Essential Functions

Quality Control Management

  • Implement and manage the project's Quality Control (QC) Program in accordance with contract requirements.
  • Ensure construction activities comply with project specifications, drawings, applicable codes, and federal quality standards.
  • Conduct daily quality inspections and verify completed work meets contract requirements.
  • Coordinate and document the Three Phases of Control (Preparatory, Initial, and Follow-Up) for definable features of work.
  • Identify deficiencies, track corrective actions, and verify completion of all required repairs.

Project Coordination

  • Collaborate with the Project Manager, Superintendent, subcontractors, design professionals, and government representatives to ensure quality objectives are achieved.
  • Review construction documents, submittals, RFIs, material certifications, and testing requirements.
  • Coordinate inspections with government personnel, testing agencies, and third-party inspectors.
  • Participate in project meetings and provide quality control updates throughout all phases of construction.

Documentation & Compliance

  • Maintain all Quality Control documentation, inspection reports, testing records, deficiency logs, and daily reports.
  • Verify that materials, equipment, and workmanship comply with contract requirements before installation.
  • Ensure all testing and commissioning activities are properly documented.
  • Support project closeout by preparing final quality documentation, punch lists, and turnover packages.

Safety & Environmental Support

  • Work closely with project leadership to promote a safe work environment and support compliance with OSHA and EM 385-1-1 requirements.
  • Ensure construction activities are performed in accordance with National Park Service environmental requirements and project-specific environmental protection measures.
  • Assist in resolving field quality issues while minimizing impacts to schedule and project operations.
  • Perform other duties as assigned.
Qualifications

Required Qualifications

  • Bachelor's degree in Construction Management, Engineering, or a related field, or equivalent construction experience.
  • Minimum of five (5) years of experience as a Quality Control Manager on commercial, heavy civil, utility, or federal construction projects.
  • Experience implementing Quality Control programs on federal construction projects.
  • Thorough understanding of construction drawings, specifications, submittals, and quality management procedures.
  • Experience coordinating inspections, testing, and commissioning activities.
  • Strong organizational, communication, and documentation skills.
  • Proficiency with Microsoft Office Suite and construction management software.
  • Valid driver's license with an acceptable driving record.

Preferred Qualifications

  • Current USACE Construction Quality Management (CQM-C) for Contractors certification, or the ability to obtain certification prior to project start.
  • Experience with U.S. Army Corps of Engineers (USACE), National Park Service (NPS), NAVFAC, GSA, or other federal construction agencies.
  • Experience with wastewater treatment facilities, utility infrastructure, and heavy civil construction.
  • OSHA 30-Hour Construction Certification.
  • Experience working in remote or environmentally sensitive project locations.
