Job summary

Qualifications

• High school diploma or equivalent required; Associate's or Bachelor's degree in Construction Management, Engineering, Business, Quality Management, or related field preferred.
• Minimum of five (5) years of quality control management experience on a Public Works, BOSS, Facilities Maintenance, or similar Government contract.
• Experience leading quality programs, inspections, deficiency tracking, and corrective actions; able to analyze performance data.

Job Overview

The Quality Control Manager (QCM) is responsible for developing, implementing, and administering the Contractor's Quality Control Program to ensure all services are performed in accordance with contract requirements, applicable regulations, and established quality standards. The QCM monitors contract performance, conducts inspections, identifies deficiencies, and implements corrective actions to promote continuous improvement and customer satisfaction.

Responsibilities

Essential Job Duties

• Develop, implement, and manage the contract Quality Control Program.
• Conduct quality inspections of work performed to verify compliance with contract requirements and performance standards.
• Identify deficiencies, document findings, and oversee corrective actions to resolution.
• Perform root cause analyses to identify recurring performance issues and recommend process improvements.
• Prepare and submit quality reports, inspection results, and performance metrics to the Government.
• Monitor Key Performance Indicators (KPIs) and quality trends to improve contract performance.
• Coordinate with project leadership, supervisors, and Government representatives to resolve quality concerns.
• Verify completion of corrective and preventive actions.
• Maintain quality documentation and inspection records.
• Ensure compliance with applicable safety, environmental, and quality management requirements.

Job Requirements

Mandatory

• High school diploma or equivalent required. Associate's or Bachelor's degree in Construction Management, Engineering, Business, Quality Management, or a related field preferred.
• Minimum of five (5) years of experience performing quality control management functions on a Public Works, Base Operations Support Services (BOSS), Facilities Maintenance, or similar Government services contract.
• Experience managing quality programs, inspections, deficiency tracking, and corrective actions.
• Experience analyzing performance data to improve operational performance
• Must be eligible to obtain and maintain any Government-required security clearance or installation access.

Preferred

• Previous Army or Department of Defense contract experience.
• Certified Quality Manager (CQM), ASQ certification, or equivalent.
• Experience supporting IMCOM or Directorate of Public Works operations.
• Knowledge of ISO 9001 Quality Management principles.
• Experience with performance‑based service contracts.

Working Conditions

• This position operates within a professional office and active operational environment located at a CONUS military installation.
• The role requires routine interaction with Government leadership, military personnel, host nation representatives, subcontractors, and site personnel across multiple functional disciplines.
• Work is performed in office and field environments requiring frequent inspections of facilities, maintenance operations, and construction activities. Occasional after‑hours support may be required.
• The work environment may include exposure to varying weather conditions, austere operating environments, elevated noise levels.

Physical Requirements

• This position is primarily administrative in nature but requires the ability to routinely move throughout operational areas and customer locations.

• Must be able to walk extended distances across the installation, climb stairs, access work areas, and remain stationary for extended periods while conducting meetings, inspections, and oversight activities.

• Must be capable of operating standard office equipment and carrying work materials and portable equipment as required.
