Job summary

Quinn Consulting Service, Inc. is seeking a seasoned Quality Assurance/Quality Control Manager to develop, implement, and oversee QA/QC programs for Virginia Transportation Design Build and/or P3 projects.

You will lead the QA Inspection Team, coordinate with contractors and owners, and ensure documentation and testing meet contract requirements. The role requires a Virginia PE with 10 years’ highway/bridge construction experience, strong knowledge of VDOT standards, and proven ability to manage

Qualifications

• Virginia PE with 10 years' highway/bridge construction experience preferred.
• Experience delivering QA/QC programs on Design Build or P3 projects is required.
• Knowledge of VDOT standards and MUTCD is essential.

Responsibilities

• Develop and oversee QA/QC programs for designated projects.
• Lead QA inspection activities and coordinate with contractors/owners.
• Audit and document compliance with Quality Management Plans.
• Identify risks and drive timely resolution of deficiencies.
