Job summary

Quinn Consulting Service, Inc. seeks a seasoned QA/QC leader to develop, implement, and oversee programs for Virginia Transportation Design Build and P3 projects. You will coordinate with contractors and owners, oversee inspection teams, and ensure compliance with Quality Management Plans throughout all project phases.

The role requires Virginia PE, extensive highway/bridge experience, and strong knowledge of VDOT standards, MUTCD, and environmental policies. Travel to field sites is expected.

Qualifications

• Virginia PE with extensive highway/bridge construction experience.
• Experience on Design Build or P3 projects is required.
• Knowledge of VDOT Road/Bridge Standards and MUTCD preferred.
• Strong documentation and communication skills.

Responsibilities

• Develop, implement, manage and oversee QA/QC programs for Virginia Transportation projects.
• Lead inspections, audits and nonconformance resolution.
• Collaborate with contractors and owners; report to Design Build Manager.
• Ensure materials are approved, tested, and properly documented.
