Express Employment Professionals - South Colorado Springs is partnering with a federal construction contractor to hire a Quality Control Manager (QCM) for DoD projects across Phoenix, Flagstaff and Tucson, with 100% onsite work and close coordination with project teams and government representatives.

The ideal candidate has a bachelor’s in construction or engineering, 10+ years of construction experience, and proven QCM leadership on federal programs such as USACE/NAVFAC/VA.

Qualifications

• Bachelor’s degree in Construction, Engineering, or a related discipline.
• 10+ years of construction experience.
• 2+ years serving as the Primary QCM on federal construction projects.
• Experience supporting USACE, NAVFAC, VA, DoD, or similar federal projects.
• Strong knowledge of RMS/QCS systems and federal construction reporting.
• OSHA 30 certification and familiarity with EM 385-1-1.
• Strong understanding of the Three-Phase Control process.
• Ability to interpret and enforce construction plans, specifications, submittals, and contract requirements.
• Strong documentation, organization, communication, and leadership skills.

Responsibilities

• Lead and manage the project Contractor Quality Control (CQC) Program
• Perform site inspections and verify compliance with contract documents, plans, and specifications
• Conduct and document Three-Phase Control Meetings — Preparatory, Initial, and Follow-Up
• Maintain required QC documentation, daily reports, logs, and federal reporting
• Manage submittals and coordinate required inspections and testing
• Identify quality deficiencies and drive corrective actions through resolution
• Maintain compliance with applicable OSHA and EM 385-1-1 requirements
• Work closely with project managers, superintendents, subcontractors, and government stakeholders
• Support project closeout activities, including punch lists, documentation, and as-builts
• Help ensure projects consistently meet federal quality, documentation, and contractual requirements

About the Opportunity

We are partnering with an established federal construction contractor seeking an experienced Quality Control Manager (QCM) to support federal and Department of Defense construction projects throughout Arizona.

This is an excellent opportunity for a construction quality professional who understands the requirements and documentation associated with USACE, NAVFAC, VA, and other federal construction environments and wants to continue building a long-term career in government contracting.

What We’re Looking For

• Previous experience supporting USACE, NAVFAC, VA, DoD, or similar federal projects
• Strong knowledge of RMS/QCS systems and federal construction reporting
• OSHA 30 certification and familiarity with EM 385-1-1
• Strong understanding of the federal Three-Phase Control process
• Ability to interpret and enforce construction plans, specifications, submittals, and contract requirements
• Strong documentation, organization, communication, and leadership skills
