Cloud and Things seeks a Quality Assurance Lead to support the NYS client in Albany, NY. This Hybrid role oversees QA activities for the Fair Hearings System and other IES program areas, ensuring testing strategies and artifacts meet business needs.

The position requires extensive QA leadership experience across complex projects, including integrated eligibility workstreams in health and human services, and the ability to coordinate state and vendor teams. 30-month contract.

Qualifications

• Level III: 7+ years of QA on complex projects with 2+ years in leadership as a tester.
• 7+ years QA across high-profile projects in a matrix org with stakeholder reporting.
• At least 2 years in Integrated Eligibility System programs (EECM, Fair Hearings) in HHs.

Responsibilities

• Manage and oversee quality assurance activities initially related to the Fair Hearings System and subsequently across other IES program areas.
• Manage adherence to the IES Program Level testing strategy, QA processes, artifacts, and tools, including QA deliverables.
• Liaise with SMEs, users, executives, and stakeholders to ensure testing meets business needs.
• Review vendor deliverables to ensure testing aligns with requirements.
• Produce reports on testing status and quality to management and project teams.
• Manage test environments, accounts, and data according to best practices.
• Manage blended teams of State and vendor resources.
• Perform other duties as assigned.

Overview:

We are seeking a Quality Assurance Lead who will support our NYS client. This Tester Level III role will manage and oversee quality assurance activities for the Fair Hearings System and other IES program areas, ensuring adherence to program-level testing strategies, processes, artifacts, and tools. The role will lead blended State and vendor testing teams, coordinate with stakeholders, and provide testing status and quality reporting to management and project teams.

Duties:

• Manage and oversee quality assurance activities initially related to the Fair Hearings System and subsequently across other IES program areas.
• Manage adherence to the IES Program Level testing strategy, quality assurance processes, artifacts, and tools, including QA team deliverables.
• Liaise with subject matter experts, users, executive teams, and other stakeholders to ensure testing activities and project outcomes meet business needs.
• Review vendor deliverables to ensure system testing and delivery align with documented business requirements.
• Produce reports for management and project teams regarding the status of testing efforts.
• Manage test environments, test accounts, and test data according to best practices.
• Manage blended teams of State and vendor resources.
• Perform other duties as assigned.

Mandatory Qualifications:

• Level III: More than seven (7) years of experience working on complex projects with two (2) or more years in a leadership role as a Tester.
• More than seven (7) years of work experience in quality assurance, managing testing across multiple high-profile projects with complex functional domains within a matrix organization, while reporting and presenting to stakeholders and senior management.
• A minimum of two (2) years working in an Integrated Eligibility System Program in various workstreams including EECM and Fair Hearings in a Health and Human Services setting.

Desirable Qualifications:

• At least seven (7) years of work experience developing testing products including test plans, test cases, automated test scripts, and defect reporting documentation.
• Three (3) to five (5) years of work experience with automated testing tools such as Selenium.
• Three (3) to five (5) years of work experience with defect tracking and test planning tools such as Jira, Jira-related plug-ins, or HP Application Lifecycle Management/Quality Center.
• Three (3) to five (5) years of work experience in JavaScript or related programming languages within the context of developing automated test script solutions.
• Three (3) to five (5) years of work experience creating reports and dashboards for test metrics using Jira or another tool.
