Job summary

New Mexico Department of Transportation in Albuquerque is seeking a District 3 Business Support procurement leader to manage purchasing for all District programs. The ideal candidate will oversee day‑to‑day purchasing activities, supervise a team of purchasing agents, and ensure compliance with the Procurement Code while coordinating stores/warehouse operations with Accounting and Financial Services.

A Bachelor's degree in Business or Accounting is required, with 6 years total experience

Qualifications

  • Expert knowledge of the New Mexico State Procurement Code.
  • Experience leading at least two purchasing agents.
  • Experience creating/completing contracts and bid proposals (ITB).
  • Proficiency with Excel Pivot Tables to analyze large data sets.
  • Commitment to delivering exemplary customer service.

Why does the job exist?

This position serves as the subject matter expert for the District on all procurement matters. This position leads a team of purchasing agents who handle all procurement requirements for the District and supervision of stores/warehouse activity to ensure personnel are equipped with goods and services required for all District Programs.

How does it get done?
  • Oversees day-to-day execution of purchasing activities in accordance with the Procurement Code and ensure compliance with federal and state rules/regulations, policies, and Administrative Directives.
  • Provides direction, oversight, and supervision of purchasing subordinates to include completion of timely and accurate employee evaluations.
  • Creates, manages, and reviews Stores/Warehouse processes while collaborating with Accounting Section to ensure a smooth exchange of information.
  • Collaboration with staff to meet quarterly strategic planning commitments for Financial Services.
Who are the customers?

NMDOT employees and management.

Ideal Candidate

The ideal candidate will have experience in the following:

  • Expert level knowledge of the New Mexico State Procurement Code.
  • Leading at least two (2) purchasing agents in complicated transactions.
  • Setting up, creating, and completing comprehensive contractual agreements and Invitation to Bid proposals.
  • Creating and manipulating spreadsheets using Excel Pivot Tables to review large amounts of data.
  • Delivering exemplary customer service.

Bachelor's degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Business/Personal Reference check and Driver's License verification are required, and employment is conditional pending results.

Working Conditions

Work is performed primarily in an office setting with occasionally working outdoors and with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Work extended hours and occasional travel may be required. Sitting/Standing, bending, squatting, climbing, reaching, kneeling and crawling for extended periods of time may be required
