Oversees, plans, directs, and coordinates the activities of a purchasing branch consisting of several purchasing and/or support units engaged in the development of specifications and purchase of supplies, equipment, and services. Directs procurement operations throughout the State ensuring procurement activities are efficiently provided and coordinates activities between work units and external organizations. Advises district and division personnel on purchasing procedures and quality of commodities, supplies and/or services. Work requires contact with other governmental agencies and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Licenses and Certifications:
Applicable computer operating systems and relevant applications
Applicable laws, rules, and regulations
Communicate effectively for maintaining successful working relationships with individuals and groups, both internal and external
Coordinating labor, materials, and equipment
Managing financial and personnel resources to achieve individual and organizational goals
Prioritizing and organizing work assignments
Extensive knowledge of state rules and procedures associated with expediting, ordering, purchasing and warehousing, laws, policies and procedures
