Job summary

Qualifications

Responsibilities

  • Directs and oversees administrative and business functions including contract administration, budgeting, forecasting, and resource management.
  • Forecasts short- and long-term projections with multiple funding sources; provides priorities and goal planning.
  • Coordinates accounts payable, invoices, and travel; resolves data discrepancies and monitors financial info.
  • Leads and oversees budgeting, reports, analytics and advice to division directors and staff.

Position Information


The Texas Department of Transportation (TxDOT) is seeking a strategic, accomplished operations leader to help shape the future of our Communications Division. This high-impact role will lead complex business operations, directing budget and forecasting activities, financial analysis, contract administration, resource management, and fiscal oversight. Working across the division, you will ensure operational readiness, optimize resources, and drive efficient, accountable use of public funds in support of TxDOT's mission.


As a trusted leader and advisor, you'll play a critical role in establishing robust division policies, goals, and objectives while supporting cross-section and interdepartmental collaboration. The ideal candidate is an independent professional who can successfully lead multiple initiatives, align projects with agency priorities and policies, and build strong partnerships across the organization. You'll be an exceptional communicator, capable of delivering operational insights, managing complex cross-divisional relationships, and influencing high-level stakeholders.


This position is based in the historic Greer Building on 11th Street in downtown Austin, offering a unique opportunity to work just steps from the Texas State Capitol in the heart of state government.


Minimum Salary

93,000.00


Maximum Salary

156,000.00

Oversees complex operations/business support functions for a section within the Communications Division. Reporting directly to the Communications Division Director, the candidate will provide direction/guidance in strategic policy development and interpretation; forecasting and budget analysis; contract management, project controls support, project oversight, resource allocation, purchasing, equipment, and facilities. Coordinates with HR, IT, Financial Mgmt, Procurement, Contract Services, Compliance, Support Services, and Facilities Divisions, among others to resolve issues integral to the organizations functional responsibilities. Supervises a group of professional and technical employees. Work requires extensive contact with internal agency audiences, and communications leadership. Employees at this level are virtually self-supervising and assume direct accountability for the work product.



  • Directs and oversees administrative and business functions to include contract administration, purchasing, budget, facilities management, forecasting, planning, inventory control, reporting, and coordinating and monitoring functional activities.

  • Plans, coordinates and monitors activities associated with administrative support functions to include training requirements of division/office staff, time sheets and required reporting to other divisions and offices.

  • Forecasts short and long-term projections including support from multiple funding sources and confers with staff to recommend priorities and future goal planning.

  • Coordinates and processes accounts payables, invoices, and travel. Troubleshoots financial information, data discrepancies, and monitors accounts.

  • Directs and oversees the planning, coordination, development and implementation of budgets; monitors operating budgets and provides reports, analysis and financial advice to division and office directors and their staff.

  • Manages the preparation of program management, productivity, operational, and financial reports; studies and utilizes these reports to make recommendations for efficient allocation and use of resources.

  • Recommends, reviews and analyzes processes for improvement and efficiency based on sound business practices, value added and operational delivery enhancement.

  • Reviews and monitors budget activities, prepares reports, coordinates financial forecasting, and performs trend analysis.

  • Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Additional Funding and Budget Requests.

  • Supervises a group of professional and clerical employees and oversees administrative services and management of business support functions and special projects ensuring all functions are conducted in accordance with policy.

  • Performs other job responsibilities as assigned.

  • 5 years of experience in business or support operations such as budget allocation, contract administration or resource management. (Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis.

  • Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.


Licenses and Certifications:

Valid driver's license. This position requires driving a state vehicle.
