POSITION DESCRIPTION

Under general direction of the Director of Public Works/Facilities and the Public Works Superintendent, plans, coordinates, supervises and assigns work, services and activities of certain divisions of the Public Works Department which include construction, repair and maintenance of streets, storm drains, building / facilities, parks and grounds maintenance, graffiti removal activities.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Oversees the maintenance and repair of streets, rights-of-way, parks, grounds and landscape, graffiti removal, drainage systems, facilities and buildings depending on division assigned.
  • Oversees contracts administration, coordination of other City projects assigned to the division of the Public Works Department.
  • Prepares division budget and controls expenditures.
  • Evaluates work methods and operations; plans and schedules division activities, prepares estimates and monitors construction, maintenance, and operating costs, evaluates departmental policies, procedures, and services to determine effectiveness, initiates change as needed to obtain departmental and City objectives.
  • Plans work activities, maintains records, prepares estimates and requisitions.
  • Evaluates service, product and equipment needs with various vendors; writes and reviews bid specifications, monitors contractors / equipment performance, inspects projects to ensure compliance with City needs, standards and specifications.
  • Reviews and evaluates employees; monitors employees for compliance with City standards; team effectiveness, level of resident response; initiates and imposes disciplinary action when needed.
  • Selects department employees, plans, organizes, and assigns work activities; develops and establishes work methods and standards; conducts and develops safety training, and is responsible for federal, state and local safety adherence.
MINIMUM QUALIFICATIONS

Any combination of education, training and experience that has provided the knowledge, skills and abilities necessary for successful job performance. A typical way to obtain the requisite qualifications to perform the duties of this class is as follows:

Education and Experience

High school diploma or G.E.D. equivalent, supplemented by college-level coursework or equivalent specialized training in the maintenance of streets, parks, public works, civil engineering; and/or other formal training in public works management and supervisory practices; and four (4) years of progressively responsible experience in the maintenance of streets, parks, facilities, and other related public works facilities; three (3) years of which must have been at a Lead Worker level or equivalent in a Public Works Department or Division.

License

Must possess a valid California driver's license. Valid California Class C driver's license and acceptable driving record is required and must be maintained during the term of employment with the City.

Also, possession of a Class B California driver's license OR possession of one of the following licenses, by the end of the probationary period:

  • California Department of Pesticide Regulations Qualified Applicator License (QAL)
  • Cross-Connection Backflow Tester Specialist Certification
  • ISA Certified Arborist Credential
Knowledge, Skills and Abilities

Knowledge of theory practices and techniques of building and street construction and maintenance; landscape maintenance and construction, horticulture practices; operation and maintenance of irrigation systems, pest control practices and safety procedures established by OSHA.

EXAMINATION / SELECTION PROCESS

Following a review of all applicants, the best-qualified candidates will be scheduled for further assessment procedures. The examination components listed below will be used to evaluate the qualifications of those that are invited. Applicants must achieve a passing score on the examination components in order to be placed on the eligibility list.

  • Written Exercise: Pass/Fail
  • Oral Board Interview: 70% minimum passing score

The purpose of this recruitment is to establish an eligible list from which the current and future vacancies can be filled during the life of the eligible list. This position is subject to and dependent on the continued availability of funds and the manpower needs of the City of Bell Gardens. The successful candidate will be required to satisfactorily complete a probationary period before being promoted to "regular" status.
