The City of Grand Forks is seeking a Public Works Operations Supervisor in the Streets department. This position provides leadership, ensures work is completed safely and efficiently, coordinates personnel and equipment, and supports the department's commitment to providing exceptional service to our community.

Examples of Duties
Essential Functions
  • Plan, prioritize, assign, supervise, review, and evaluate the work of staff.
  • Identify opportunities for improving service delivery methods and procedures; review with and provide appropriate justification, and upon approvals implement improvements, managing continuous improvement performance standards.
  • Identify, research, analyze, and report resource allocations in equipment and personnel with consideration to program costs and sustainability.
  • Receive, investigate, communicate, recommend, and implement appropriate solutions to external and internal customer concerns or complaints.
  • Ensure consistent regulatory compliance. Employ best practices in the management and appropriate use of staff hours, facilities, inventories, mechanical equipment, and mobile equipment.
  • Participate in the selection of staff, develop and propose training methods and schedules, work with employees to correct deficiencies, and participate as appropriate in corrective measures and discipline procedures.
  • Train and empower staff to effectively represent the City in service delivery, reporting safety issues, requesting service/repairs, and in appropriate use and maintenance of City resources.
  • Provide operational budget recommendations to the Public Works Operations Division Director for consideration and inclusion in the budget processes. Participate in budget planning sessions.
  • Co-Lead the Procurement Team for the Division in coordination with fellow Operations Division Supervisors to ensure purchases provide maximum utility, operational efficiency, and overall value to the City.
  • Ensure revenue is collected, transferred, recorded, verified, and deposited as per established procedures.
  • Determine, assign, and coordinate warranty or non-warranty work to ensure vehicle and equipment availability, safety, and performance.
  • Communicate and prioritize within budget limitations the specification, procurement, maintenance, inspection, and disposal of City owned equipment.
  • Participate in meetings regarding regulatory compliance, project concept and construction activities, capital improvements, resource allocations, facility maintenance, budgeting, and customer relations.
  • Perform related duties and responsibilities as required.
Typical Qualifications

Knowledge: Operational characteristics, services, and activities for effective program planning, development, execution, and continuous improvement; Principles and practices of municipal budgeting and purchasing procedures; Principles of effective supervision, training, and performance evaluation; Pertinent Federal, State, and local laws, codes and regulations.

Skills: Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Maintain physical condition appropriate to the performance of assigned duties and responsibilities; Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities; Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.

Abilities: Manage, direct and coordinate the work of lower level staff; Select, supervise, train, evaluate, and coach staff. Oversee and direct operations and maintenance related to services, facilities, and equipment. As assigned to one (or more) Public Works Divisions, provide for supervision of activities related to solid waste recycling, landfill diversion, solid waste collection, landfill facilities, street maintenance, fleet maintenance, or other areas. Develop and administer division goals, objectives and procedures. Prepare budget recommendations. Prepare clear and concise operational reports. Analyze problems, identify alternative solutions, evaluate consequences of proposed actions and provide recommendations in support of goals. Research, analyze and evaluate new service delivery methods and techniques. Propose and justify requests and specifications for equipment and services. Recommend and provide information to justify service levels and rates. Interpret and apply Federal, State and local policies, laws and regulations.

Supplemental Information
Experience

Six years of increasingly responsible experience in Public Works, including two years of administrative and supervisory responsibility.

Training

Equivalent to an associate’s degree from an accredited college or university with major course work in environmental, engineering, management, mechanical, project management, or a related field.

License or Certificate

Possession of, or ability to obtain, a valid Municipal Solid Waste Landfill Operator certificate for the State of North Dakota or Manager of Landfill Operations (MOLO) certification from Solid Waste Association of North America (SWANA).

Possession of, or ability to obtain FEMA NIMS Series Training Certificates.

Possession of or ability to obtain American Public Works Association (APWA) Winter Maintenance Supervisor Certificate.

Possession of, or ability to obtain within one year, an appropriate, valid commercial driver's license with air brake endorsements.

Possession of, or ability to obtain, an appropriate, valid driver's license.

WORKING CONDITIONS

Office, shop, facility, and field environment; travel from site to site; work around heavy equipment including high pressure hydraulics and pneumatics; exposure to noise, dust, grease, smoke, fumes, gases, potentially hazardous chemicals, waste and infectious materials; inclement weather conditions; Essential and marginal functions may require maintaining physical condition necessary for moderate lifting; walking, standing and sitting for prolonged periods of time; operating motorized equipment and vehicles; general manual dexterity.
