Job summary

The City of Waco seeks a Management Analyst in the Public Works Department, focusing on details, problem-solving, research, and process improvement for challenging, high-level projects.

Under general direction, the Analyst will support budgeting, procurement, council agenda preparation, and program governance across departments, ensuring compliance with city policies and state regulations. The role requires strong communication and data analysis to deliver actionable recommendations.

Qualifications

  • Must have a high school diploma or GED and 4 years in business, local government, or non-profit sector; or an associate's degree with 2 years of experience; or a Bachelor's degree with no experience.
  • Preferred: public sector experience; valid Texas driver's license.

Responsibilities

  • Conduct analyses and research to support the assigned department or division; recommend solutions for budgetary, fiscal, or operational concerns.
  • Assist in resolving operational and administrative problems; identify problem areas; conduct research to find alternatives; prepare reports and data interpretations.
  • Work on initiatives including project management and process improvement.
  • Coordinate purchasing to procure cost-effective supplies and oversee bids, proposals, and vendor selection.
  • Prepare City Council Agenda items and presentations; develop codes, ordinances, policies, and procedures.
  • Monitor budgets, purchasing, and expenditures; prepare purchase orders and invoices; handle fund transfers as needed.
