A 9.5% general salary increase will be applied effective July 2025.
The City of Ontario Engineering Department has an exciting opportunity for a well-qualified individual to play a key role in the inspection of public works construction projects as a Public Works Inspector or Senior Public Works Inspector.

The Public Works Inspector is responsible for conducting inspections of moderately complex construction work performed within the public right of way. Including street, water, sewer, storm drain, traffic signals, and street lights.An ideal candidate for thePublic Works Inspector will have the ability to perform inspections on a variety of public works construction activities and will be able to recognize conditions likely to result in deviations from approved plans standards. In addition, they will have the ability to interpret and enforce codes and regulations firmly, tactfully, and impartially.

TheSenior Public Works Inspector is responsible for overseeing and coordinating the inspection of a wide variety of construction work performed within the public right of way. An ideal candidate for the Senior Public Works Inspector will have the ability to lead and participate in the inspection of a variety of highly complex public works construction activities including; streets, water, sewer, storm drain, traffic signals, and street lights. In addition, the ideal candidate will be able to recognize conditions likely to result in deviations from approved plans standards, as well as potential impacts to construction cost, schedule and final product and be able to identify and recommend possible solutions, and will have the ability to interpret and enforce codes and regulations firmly, tactfully, and impartially.

The following essential functions are typically performed by the Public Works Inspectorclassification:
  • Inspects traffic control, excavations, street construction and paving, water, sewer and storm drain mainline/lateral installation, traffic signals, street light, fiber optic and other construction related activities in the public right of way.
  • Inspects, grades and tests material used in public works construction.
  • Confers with contractors engaged in work projects relative to matters pertaining to materials used and workmanship.
  • Coordinates with and advises the public on active projects adjacent to their property.
  • Interprets and explains construction specifications, regulations, and City standards to contractors, engineers, property owners, and other related parties.
  • Reviews and interprets plans after issuance of permits for proposed construction, alteration, or repair.
  • Coordinates with other City departments and the surrounding jurisdictions regarding construction related activities.
  • Assists with utility operations and functionsthrough the performance of selected assignments and duties as required, including scheduling water testing/shutdowns and overseeing the collection of water samples.
  • Participates in departmental meetings relating to project activity such as pre-construction and interim construction meetings; conducts final inspections; responds to citizen complaints relating to construction activity, investigating the complaint and recommending/taking appropriate action.
  • Supports Senior Public Works Inspector/s on larger development projects and capital improvement projects, as needed.
  • Prepares and maintains necessary records and reports.
  • Drives to construction sites and operates City vehicles.
  • Performs other related duties as assigned.

The following essential functions are typically performed by the Senior Public Works Inspectorclassification:
  • Leads and participates in the inspection of traffic control, excavations, street construction and paving, water, sewer and storm drain mainline/lateral installation, traffic signals, fiber optic, street lights and other construction related activities in the public right of way.
  • Leads and participates in the inspection of grades and testing of materials used in public works construction and monitors contract testing to ensure adherence to guidelines.
  • Confers with contractors engaged in work projects relative to matters pertaining to materials used and workmanship.
  • Recommends changes, improvements and troubleshoots/resolves issues.
  • Confers with and advises contractors, engineers, property owners and other interested parties surrounding construction related activities.
  • Explains and interprets construction codes and regulations as well as City standards.
  • Reviews and interprets plans after issuance of permits for proposed construction, alteration or repair.
  • Coordinates with other City departments and the surrounding jurisdictions regarding construction related activities.
  • Participates in departmental meetings relating to project activity such as pre-construction and interim construction meetings and conducts final inspections.
  • Responds to citizen complaints relating to construction activity, investigating the complaint and recommending/taking appropriate action.
  • Provides input on policy and City standard updates.
  • Provides lead direction and assistance with training of Public Works Inspectors.
  • Leads the inspection of Capital Improvement Program (CIP) projects and ensures the maintenance of all relevant CIP documentation and reports.
  • Prepares and maintains necessary records and reports.
  • Drives to construction sites and operates City vehicles.
  • Performs other related duties as assigned.
Public Works Inspector

Education

High school diploma or recognized equivalent, preferably supplemented by college-level coursework and technical certification in construction technology and inspection practices.

Experience

Four (4) years of experience in the field of construction, or two (2) years of prior public works inspection experience.

Licenses

Valid California Class C Driver's License at time of appointment and maintained throughout appointment.

Desirable

Certification as a Qualified SWPPP Practitioner (QSP) or certification as a Certified Erosion, Sediment and Storm Water Inspector (CESSWI).

Special Requirements

Ability to work various schedules including day, evening, night, weekend, and holiday shifts.

Senior Public Works Inspector

Education

High school diploma or recognized equivalent, preferably supplemented by college-level coursework and technical certification in construction technology and inspection practices.

Experience

Five (5) years of experience in the field of construction, including three (3) years as a Public Works Inspector, or the equivalent.

Licenses

Valid California Class C Driver's License at time of appointment and maintained throughout appointment.

Desirable

Certification as a Qualified SWPPP Practitioner (QSP) or certification as a Certified Erosion, Sediment and Storm Water Inspector (CESSWI).
