Job description

Public Works Inspector I (Temporary)

Location: Brea, CA. Duration: Approx. 3 months. Temporary position.

Purpose: Perform inspection duties on public works construction/rehabilitation projects across public facilities, bridges, roadways, parks, and municipal water, wastewater, storm drain, dry utilities and related infrastructure.

Responsibilities
  • Perform work under direct supervision, following established procedures and processes.
  • Serve as liaison between engineers, contractors, and adjacent residents/businesses impacted by projects.
  • Interpret technical specifications, contract requirements, engineering drawings, and standard construction details.
  • Ensure work complies with drawings and specifications.
  • Conduct daily field reporting, track contractor installed quantities, witness tests, document results, and liaise with engineer, contractor, and residents.
  • Inspect projects involving construction or rehabilitation of public building facilities, roadways (incl. slurry seal, road rehab, asphalt types), parks, and municipal water, wastewater, storm drain, dry utilities and other infrastructure, using various construction methods.
  • Prepare sketches and assemble data for field engineer use on project changes.
  • Review periodic pay estimates for accuracy.
  • Apply knowledge of construction methods for water, sewer, storm drain and dry utility pipe installations, including open trenching and trenchless methods (jack and bore, directional drilling).
  • Apply knowledge of trenchless sewer rehabilitation methods.
  • Work on multiple projects simultaneously and perform other duties as assigned.
  • Implement success metrics and competencies including independent and teamwork work, effective communication, problem‑solving, sense of urgency, quality commitment, multi‑task management, safety focus, data analysis, and strong work ethic.
Qualifications
  • High school diploma or GED required.
  • Associate degree and/or civil engineering related coursework/certifications preferred.
  • Three or more years in construction field or construction management/field services required.
  • APWA Certified Public Infrastructure Inspector (CPII) and Qualified Stormwater Pollution Prevention Practitioner (QSP) certifications preferred.
  • Municipal utility inspection experience a plus.
  • Proficient reading and interpreting plans and specifications; knowledge of change orders.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) preferred.
  • Valid CA driver’s license and successful motor vehicle records check required.
  • Driver safety training completion preferred.
  • Will serve as an extension of assigned City staff.

Physical Demands and Working Environment
  • Partly indoor office environment (bright/dim light, noise, fumes, odors, traffic).

  • Movement around job/construction site: walking, bending, crawling, climbing, squatting, kneeling; wearing required PPE.
  • Local travel during business day; occasional out-of-area or overnight travel may be required.
  • Occasional lifting or carrying up to 20 pounds; pushing or pulling up to 20 pounds; reaching outward or above shoulder.
