Position Description

This position is only open to City of Minneapolis employees that currently work in the Public Works Department

Coordinate the training program that will evaluate and certify operators and drivers in their ability to operate and drive all equipment used in work activities performed by the Public Works Department.

Work Location: This position currently works on-site only.

The City of Minneapolis does not sponsor applicants for work visas.


Job Duties and Responsibilities

  • Work with stakeholders to determine training needs and develop training plans that meet federal, state and local laws as well as a wide variety of operational needs.
  • Prepare and monitor training budget; control expenses and maintain cost efficiencies.
  • Evaluate individual and departmental learning needs through assessment tools, interviews and incident investigations as well as consulting with training team members, managers and supervisors.
  • Establish quantitative and qualitative indicators for training success, measure program performance and recommend improvements as appropriate.
  • Coordinate necessary training activities including training delivered in house and by external sources. Examples include:
    • Time tracking and managing the activities of adjunct instructors.
    • Practical (hands on) equipment operations training provided by internal and external resources.
    • New equipment orientation.
    • Operational training of rental equipment by vendors.
    • Managing training contracts with local community and technical colleges
    • Liaison with unions to offer specialized training.
    • Simulator training.
  • Prepare and manage professional and technical vendor contracts in accordance with department policies and training plans. Negotiate and manage all training contracts to ensure that service delivery complies with the City's contract requirements.
  • Develop and implement training plans that meet Public Works requirements and comply with local, state and federal standards. Communicate training plans, programs and schedules. Current training programs include:
    • SPOT and mini-SPOT
    • CDL Roadeo
    • Commercial driver's license.
    • Heavy equipment certifications.
    • National Certification of Crane Operators (NCCO).
    • Emergency vehicle technician (EVT) training.
    • Written, verbal and practical evaluation of Public Works field employees on various pieces of equipment.
    • Customized remedial training for employees struggling to meet competency standards.
  • Represent Public Works on various committees to communicate and receive input on training plans, programs and schedules.
  • Assist Public Works Human Resources with testing needs including set-up and administration of agility tests / practical exams for Public Service Worker 1 and 2 test sites, and set-up and administration of the heavy equipment practical exam.
  • Manage the work of, and give direction to internal and adjunct trainers.
  • Maintain the integrity of training records; document training and ensure entry into COMET.
  • Manage logistics and the movement of equipment and personnel for off-site training.
  • Maintain a high level of knowledge in technical training and safety and compliance in order to evaluate personnel and equipment readiness so that the job competency standards are met and consistency is achieved department-wide.
  • Provide emergency response services to investigate and document accidents involving Public Works employees.
  • Manage the Public Works Critical Incident Stress Management Team - a 24/7 emergency response program.

Required Qualifications

Minimum Education:
Two Years of Post High School Education or equivalent
Minimum Experience:
Three years of directly related experience that has provided knowledge of equipment used in Public Work Operations and of various departmental functions.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Licenses/Certifications:
Class A Commercial Driver's License within six months of hire

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. Only those candidates who attain a passing score 80% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Obtain Class A CDL with 6 months of hire
  • Knowledge of the operation, capabilities and usage of the variety of equipment used in the Public Works Department.
  • Knowledge of State and Federal regulation pertaining equipment and safety procedures, i.e., OSHA, ANSI, Hazmat, etc.
  • Well developed administrative and organization skills and the ability to manage programs, projects, and contracts.
  • Knowledge of computers and software programs used in the division.
  • Ability to use cameras, computers and other hardware to produce pictures, power point presentations, videos and other graphical presentation materials.
  • Good oral and written communication skills; good presentation skills; and good interpersonal skills.
  • Knowledge of adult learning.
  • Knowledge of contracting and negotiation skills.
