Job summary

The City of Susanville seeks a Public Works Director to lead the Public Works Department, overseeing divisions including Streets, Water, Natural Gas, Parks and Facilities, Building and Planning, and Administrative and Engineering.

Under the City Manager, the Director will coordinate with boards such as the Susanville Municipal Airport Commission and Regional Water Management Group, prepare budgets, plans, and supervise staff.

Qualifications

• Six (6) years of increasingly responsible experience in public works administration, including two (2) years of significant administrative managerial experience working in a public agency.
• Four-year degree from an accredited college or university in public administration, business, engineering and/or related field.

Job description

Under the general direction of the City Manager, the Public Works Director is the administrative head of the Public Works Department. The Public Work Director plans, organizes, directs and reviews the activities and operations of the Public Works Department and oversees the Streets Division; Water and Geothermal Division; Natural Gas Division; Parks and Facilities Division; Building and Planning Division; Public Works Administrative and Engineering Division; and serves as the administrative staff to boards such as the Susanville Municipal Airport Commission, Regional Water Management Group, and the Lassen County Transportation Commission. The Public Works Director coordinates assigned activities with other departments and outside agencies and is the ex officio superintendent of streets.

Responsibilities

• Develop, plan, and implement department goals and objectives; recommend and administer policies and procedures;
• Responsible for oversight of and preparation of departmental budget; directs the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements mid-year adjustments;
• Coordinate department activities with those of other departments and outside agencies and organizations;
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence;
• Direct, oversee, and participate in the development and administration of the Public Works Department;
• Manages department contracts and performance of contracted consultants and/or firms contracted to work on public works projects including but not limited to the quality of work, meeting terms and conditions of contract, performance and timeline targets, budget compliance, and overall effectiveness of the consultant or firm;
• Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures;
• Represent the Department to outside groups and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary;
• Research and prepare technical and administrative reports and studies; prepares written correspondence as necessary;
• Coordinates meetings, oversee agenda preparation, oversee preparation of meeting minutes and attend all meetings of the Susanville Municipal Airport Commission;
• Coordinates, attends meetings and represents the City at the Regional Water Management Group, Lassen County Transportation Commission and various assigned committees;
• Prepares/coordinates preparation of strategic plans, capital improvement plans, master plans, airport layout out plans, urban water management plans, rate studies, and other short and long range plans for department;
• Perform related duties as assigned.

Minimum Qualifications

• Six (6) years of increasingly responsible experience in public works administration, including two (2) years of significant administrative managerial experience working in a public agency.
• Possession of a four (4) year degree from an accredited college or university in public administration, business, engineering and/or related field.

Preferred Qualifications

• Licensed as a Civil Engineer in California.

• Possession of or ability to obtain and maintain a California Driver’s Class C License
