Job description

Pay Schedule VI, Grade 30, Regular Schedule: 40 hours per week.

A vacancy exists in the Department of Public Works, Bureau of Engineering & Construction.

Under general supervision, supervises public works inspectors in the inspection of materials, methods, and workmanship employed on County construction projects. Ensures that construction projects comply with approved plans and specifications.

• Plans, coordinates and supervises the work of a group of public works inspectors. Assigns projects to inspectors. Reviews inspectors’ reports and records of construction activities. Conducts progress meetings with inspectors. Makes field inspections of construction sites. Trains Public Works Inspector Is and others regarding public works inspection matters.
• Reviews contract documents such as engineer’s plans, materials specifications, and cost estimates to ensure construction feasibility and compliance with standards. Participates in pre-bid meetings with contractors and representatives of other agencies. Conducts pre-construction meetings with contractors. Reviews and approves construction schedules and schedules of values.
• Interprets and enforces contract documents. Makes design revisions to accommodate site conditions and/or errors or omissions in the contract documents. Writes supplemental agreements. Meets and negotiates with contractors, developers, representatives of other agencies, the public, and others to resolve issues which arise during project construction.
• Ensures that projects keep to completion schedules. Resolves project delays. Coordinates the final acceptance of the project with contractors, engineers, architects, and agency representatives. Verifies that all work has been completed in an acceptable manner prior to the project’s final acceptance.
• Handles disagreements between inspectors, engineers, and contractors. Resolves problems and makes decisions to expedite work within limits of contracts and plans and specifications. Resolves discrepancies between inspectors' reports and final measurements.
• Prepares and reviews correspondence and replies to contractor and citizen inquiries. Prepares reports. Maintains records of inspection activities.

Required Qualifications
Possession of a high school diploma or an appropriate equivalent
plus
eight years’ experience in construction, construction inspection, or a closely related field, four years of which were in inspecting the construction of public projects. (Additional experience may be substituted on a year-for-year basis for the required education. Additional education in engineering, construction technology, or a related field may be substituted on a year-for-year basis for the required general construction experience.)

Knowledge of the principles, practices, methods, and techniques of construction. Knowledge of construction materials, tools, and equipment. Knowledge of construction plans and specifications. Skill in calculating material quantities. Skill in drafting as-built drawings.

Ability to supervise a unit of public works inspectors. Ability to review, interpret and enforce construction contract documents. Ability to establish and maintain effective working relationships with contractors, developers, the public and others.

Licenses and Certificates
Possession of a valid driver’s license equivalent to a non-commercial, class C Maryland driver’s license is required at the time of appointment.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Employees in this classification may be assigned to work nights, evenings, weekends, and/or holidays. Employees are subject to call to duty in emergencies and may be required to work overtime as needed.

Physical and Environmental Conditions
The work of this classification entails field inspections of major construction sites. Work includes frequent walking, standing, and exposure to potential hazards such as traffic, heavy equipment, and adverse weather. Duties entail frequent travel between construction sites located throughout the County.
