Job summary

The Delaware Public Service Commission seeks a Public Utility Analyst on the Renewable and Energy Markets team. In this in-office, career-ladder role you will review regulated utility filings, renewable energy applications, and financial statements while analyzing regional wholesale electricity markets.

You will examine utility compliance, conduct audits, provide testimony at public hearings, write reports, and contribute to clean energy policy initiatives.

Qualifications

• Experience analyzing and interpreting financial data with supporting evidence.
• Experience writing, presenting, and defending expert testimony in rate or rule-making proceedings.
• For Level III: case management and evaluating financial condition of utility companies.

Job description

The Public Utility Analyst serves on the Delaware Public Service Commission's Renewable and Energy Markets team, reviewing regulated utility filings, renewable energy applications, and financial statements while analyzing regional wholesale electricity markets. Responsibilities include examining utility compliance, conducting audits, providing testimony at public hearings, writing reports, and contributing to clean energy policy initiatives. This is an in-office, career-ladder position available at three levels (I, II, or III).

Key qualifications:

• One to three years of experience in utility accounting, auditing, or rate determination (depending on level)
• Associate degree or higher in Accounting, Business Administration, Economics, Finance, Engineering, Mathematics, or related field
• Experience analyzing and interpreting financial data and writing structured reports with supporting evidence
• Experience writing, presenting, and defending expert testimony in rate or rule‑making proceedings
• For Level III: experience in utility case management and evaluating financial condition of utility companies
