The NC Public Staff is looking for a Public Utilities Regulatory Analyst I.

These are individual full-time positions (40 hours per week) with State Benefits, including health insurance, as well as retirement.

  • Salary Grade: NC18*

Recruitment Range: $61,545 - $93,959

The primary purpose of this position is to perform work activities of the Public Staff Accounting Division on cases and projects involving utilities regulated by the North Carolina Utilities Commission. The position specializes in accounting work examining financial records of utility companies with complex financial structures and accounting systems.

Responsibilities Include But Are Not Limited To

  • Investigating and auditing the financial transactions and accounting practices of regulated public utilities.
  • Auditing and investigating rate adjustment filings by utilities.
  • Writing testimony, affidavits, and other documents and preparing supporting schedules for filing and presentation to the Utilities Commission regarding rate base adjustments, revenue requirements, rate design, appropriate accounting treatment of capital/expense items, establishment and compliance with regulatory conditions, utility tax treatment, affiliate contracts, and other accounting/financial findings.
  • Compiling, monitoring, auditing, and examining financial and/or program information sources for accuracy, integrity, and conformance to rules and regulations.
  • Testifying in major rate cases before the Utilities Commission.
  • Preparing complex fiscal analysis and reports; and conducting cost accounting studies.

The positions DO NOT involve traditional accounting duties such as recording agency financial transactions, managing agency fiscal programs, or agency budgeting. The positions involves a combination of auditing, financial, cost, and tax accounting and allows for critical thinking for solutions to complex issues.

The salary grade for this position is NC18. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

Knowledge, Skills And Abilities / Competencies

APPLICANTS MUST MEET THE EDUCATIONAL REQUIREMENT AND ALL KSAs IN ORDER TO QUALIFY FOR THIS POSITION.

  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP).
  • Experience auditing and examining accounting and financial records and reports (e.g. plant in service, depreciation, taxes, operations and maintenance expenses, and administrative and general expenses, ROI, general ledger, etc.)
  • Experience identifying changing requirements and problems regarding account structures/reports, and/or accounting systems.
  • Experience identifying, researching and reviewing of policy, procedures, and regulations for problem resolutions or program requirements.
  • Ability to establish and maintain cooperative and effective relationship with fellow employees, regulators, utility representatives, other state and federal officials, and utility customers.
  • Knowledge, or ability and willingness to obtain such knowledge, of investor-owned utility practices and related regulatory accounting rules and regulations, including the Uniform System of Accounts.
  • Excellent written and oral communication skills to effectively communicate complex regulatory accounting matters to the Commission and third parties.

Bachelor's degree in accounting, banking, finance, business administration, public administration, economics, or related discipline from an accredited institution and one year of directly related experience; or an equivalent combination of education and experience.
