Job summary

The City of Carmel seeks a strategic Communications Officer to lead Carmel Utilities' communications, marketing, and public outreach. You will translate complex utility information into accessible content for residents and partners.

Responsibilities include producing short-form video, managing multi-channel campaigns, and coordinating with city communications. A 3–5 year track record and Indiana driver’s license are preferred.

Qualifications

• Minimum 3–5 years leading communications for a utility or public agency.
• Degree in communications, marketing, business or related field preferred.
• Strong writing across digital, social, print and traditional media channels.

Responsibilities

• Lead communications, marketing, public outreach and media efforts for Carmel Utilities.
• Develop engaging written, visual and digital content that makes complex utility information clear.
• Create and edit short-form video and social media content that educates and engages.
• Develop and execute integrated communication campaigns across platforms.
• Expand the Utilities' digital and social media presence with new tools and strategies.
• Coordinate with City Marketing to align Utility news with city communications.
• Manage customer and compliance communications, including annual reports and notices.
• Collaborate with leadership and experts to identify communication needs and priorities.
• Plan and execute community outreach and events, e.g., Rain on Main.
• Maintain website content for programs, reports, events and alerts.
• Coordinate with vendors to produce educational materials.
• Track efforts and prepare reports to measure results and inform strategy.
• Assist with communications budget management.
• Respond quickly to emerging situations with timely public messaging.
