Carmel Utilities is seeking a strategic Communications Officer to lead our communications, marketing, and public outreach in Carmel, Indiana. You’ll transform complex utility information into clear content across social, video, and campaigns, expanding our digital presence and coordinating with City Marketing on broader communications.

Role requires 3–5 years of experience, a degree in communications/marketing or related field, and a valid Indiana driver’s license.

Responsibilities

  • Develop engaging written, visual and digital content to explain complex utility information.
  • Create and edit short-form video and social media content to educate and engage.
  • Plan and execute integrated campaigns across multiple platforms.
  • Expand digital and social media presence with new tools and strategies.
  • Coordinate with City Marketing to align Utility news with broader communications.
  • Manage customer and compliance communications, including required notices.
  • Collaborate with leadership and subject-matter experts to set priorities.
  • Assist with community outreach events and partnerships (Rain on Main).
  • Maintain website content and coordinate with vendors for materials.
  • Track efforts and prepare reports to measure results and guide strategy.
  • Support communications budget development and management.

Water, wastewater, stormwater and other essential utility services touch nearly every part of life in Carmel. Behind those services are important stories, timely updates and complex information that need to be communicated clearly.

Carmel Utilities is looking for a strategic, creative communicator who can turn that information into content that connects. From social media and short-form video to public education campaigns, community events and critical customer communications, you’ll help shape how Carmel Utilities inform, educate and engage with the community.

What You’ll Do
  • Lead communications, marketing, public outreach and media efforts for Carmel Utilities.
  • Develop engaging written, visual and digital content that makes complex utility information clear and accessible.
  • Create and edit short-form video and social media content that educates, informs and builds engagement.
  • Develop and execute integrated communication and marketing campaigns across multiple platforms.
  • Expand the Utilities' digital and social media presence using new tools, technology and communication strategies.
  • Coordinate with City Marketing and Communications to integrate Utility news, initiatives, alerts and educational content into broader City communications.
  • Manage important customer and compliance communications, including the annual Consumer Confidence Report and other required notices.
  • Work closely with Utility leadership, compliance staff and subject-matter experts to identify communication needs and priorities.
  • Help plan and execute community outreach efforts and events, including serving as Co-Chair of Rain on Main in partnership with the Hamilton County Soil & Water Conservation District and Carmel Storm Water Utility.
  • Maintain Utility-related website content, including programs, reports, events, educational information and alerts.
  • Coordinate with graphic designers, printers and other creative vendors to produce high-quality educational and outreach materials.
  • Track communication efforts and prepare reports that measure results, identify trends and help shape future strategy.
  • Assist with development and management of the communications and outreach budget.
  • Respond quickly and thoughtfully when emerging situations require timely public communication.
What You’ll Bring
  • 3–5 years of experience leading communications, marketing or public outreach for a utility, business, public agency or similar organization involving multiple stakeholders.
  • A degree in communications, marketing, business management or a related field is preferred, or an equivalent combination of education, training and experience.
  • Strong writing and communication skills with the ability to tailor messages for customers, community partners, leadership and other audiences.
  • Experience managing communications across digital, social, print and traditional media channels.
  • Experience creating and editing short-form video content for social platforms.
  • Ability to take technical or complicated information and turn it into clear, engaging public-facing communication.
  • Experience managing projects and integrated campaigns from concept through execution.
  • Strong organizational skills and the ability to keep multiple projects, stakeholders and deadlines moving at once.
  • Sound judgment, particularly when handling sensitive information or rapidly evolving situations.
  • Proficiency with Microsoft Office and project management platforms such as Asana.
  • Graphic design experience is a plus.
  • A valid Indiana driver's license.
