Public Trust and Police Integrity Unit Assistant State’s Attorney

Located in the historic financial district of Baltimore City, the Office of the State’s Attorney for Baltimore City (BCSAO) is responsible for prosecuting crimes in the largest jurisdiction, in the State of Maryland. With a commitment to fairness, accountability, collaboration, being technology-driven, and setting the standard for how criminal justice is applied, the goal of the State’s Attorney for Baltimore City is to create a future that builds upon community trust and holds violent offenders accountable, while offering appropriate diversion options for low-level offenders who seek resources to change their trajectories and become productive members of the community.

The Public Trust and Police Integrity Unit is comprised of experienced trial attorneys, charged with fairly and objectively analyzing and, when necessary, prosecuting cases against law enforcement officers. The primary function of the PTPIU is to independently investigate complaints of unnecessary or excessive force, or any other act that may be corrupt or illegal.

Any law enforcement officer of any law enforcement agency acting within Baltimore City is subject to the review of the PTPIU. However, as the majority of law enforcement work done within the city is by the Baltimore Police Department (BPD), the PTPIU attorneys, and their staff, review and monitor all BPD Internal Affairs matters, and select and follow up on those cases that may warrant independent investigation. The PTPIU attorneys and staff also handle all cases brought against law enforcement officers, whether on or off duty (eg: DUI, domestic violence, etc.).

Reporting directly to the division chief, PTPIU is seeking an experienced attorney to perform the following responsibilities:

  • Manage cases and investigations related to law enforcement misconduct including, but not limited to, working with law enforcement officers from various agencies and responding to scenes for police-involved shootings or other incidents
  • Review relevant evidence related to cases and investigations
  • Present evidence and witnesses to a grand jury
  • Prepare and prosecute appropriate cases for trial, in the District and Circuit Courts for Baltimore City
  • Draft internal memorandums summarizing investigations, using relevant case law, and present recommendations for declination or prosecution, based on your analysis
  • All other related duties, as assigned.

Qualifications: Applicants must possess a juris doctor degree and must be licensed to practice in Maryland or eligible and prepared for admission to the Maryland bar, upon hiring. Candidates are required to have court and jury trial experience, with a preference for felony trial experience. Candidates must have the ability to perform duties in a high-volume environment while adhering to deadlines.

Salary: Commensurate with experience.

This is a full-time position. There is a current virtual option to work-from-home, one day per week. This position is a local government public service position which may qualify for Federal Student Aid Public Service Loan Forgiveness.
