Job description

Administers [complex] state and federal public transportation grant programs and projects. Performs program and project oversight
activities to include [complex] applications, grant agreements, procurements, reimbursements, audits and administrative
requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. Work
requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at
this level establish their own work plan and priorities to meet set objectives under direction from their supervisor but are
handled at the occurrence

Essential Duties:

  • Coordinates and conducts reviews to ensure compliance with federal and state requirements, laws, regulations, policies,
    and procedures: authorizes approvals and develops recommendations or improvements.
  • Provides technical assistance on program requirements to government agencies, transit providers, community organizations
    and the general public.
  • Administers public transportation funds and related programs.
  • Collaborates with program staff to provide technical assistance on program requirements to government agencies, transit
    providers, community organizations and the general public.
  • Collaborates with program staff to conduct reviews to ensure compliance with federal and state requirements, laws,
    regulations, policies and procedures; assists in approvals and developing recommendations for improvements.
  • Conducts project management oversight and compliance monitoring of grant sub recipients within assigned areas of the
    state.
  • Verifies receipt and monitors sub recipients procurements for compliance with contract ad policy standards.
  • Conducts quarterly and annual compliance reviews.
  • Monitors payments, procedures and/or projects including site visits to ensure compliance with state and federal
    regulations.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in public or business administration or an accounting related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years experience in contract/grant/funding administration, planning, budgeting and/or working with state and federal funding. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

  • Coordinating and directing multiple projects
  • Using computers and applicable programs, applications, and systems

Physical Requirements and Working Conditions:

  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structures
