Position Description

Field Operations Planner II:

Performs planning and programming activities in support of management-related programs, traffic data collection contracts, and department maps using ArcGIS and TxDOT’s Statewide Traffic Analysis and Reporting System (STARS II). Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Work requires duties in heavy traffic and statewide travel. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

Field Operations Planner III:

Performs complex planning and programming activities in support of management-related programs, traffic data collection contracts, and department maps using ArcGIS and TxDOT’s Statewide Traffic Analysis and Reporting System (STARS II). Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Work requires duties in heavy traffic and statewide travel. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Field Operations Planner II:

  • Develops and implements short and long-range local and statewide plans and projects.
  • Develops and monitors statistical performance measures using FME and SQL to evaluate data.
  • Develops and maintains traffic count, site location, inventory control, and map databases using ArcGIS, TxDOT's Statewide Traffic Analysis andReporting System (STARS II), and Microsoft Access.
  • Evaluates consultant and vendor performance for contractual compliance.
  • Monitors and analyzes activities of assigned functional areas and provides information that may impact them.
  • Performs planning and programming activities in support of management-related programs, traffic data collection projects, transportation projects, and department maps using ArcGIS and CAD software.
  • Performs traffic studies and traffic data collection activities in heavy traffic involving traffic counts, data collection, and maps.
  • Responsible for annual highway and county road traffic count program.
  • Visits assigned areas to participate in planning program development and implementation.
  • Works with consultants, vendors, and other entities.
  • Performs other job responsibilities as assigned.

Field Operations Planner III:

All the Above and:

  • Performs complex planning and programming activities in support of management-related programs, traffic data collection projects, transportation projects, and department maps, including TxDOT's Traffic Data Collection Programs and use of ArcGIS, CAD software, and TxDOT's Statewide Traffic Analysis and Reporting System (STARS II).
  • Analyzes departmental needs, changes, and enhancements, and makes recommendations.
  • Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies, and/or local, state, and federal agencies.
  • Assists with budget preparations; monitors and estimates future costs.
  • Monitors and analyzes activities of assigned functional areas and provides information that may impact them including inventory control.
  • Conducts or participates in District and Regional Planning Meetings.

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes.
