Public Service Faculty - Local Government Operations

Overview: The Carl Vinson Institute of Government invites applications for a Public Service Faculty position in the Government Services and Research Division / Local Government Unit, based in Athens or Atlanta. The role begins February 1, 2025 and is a 12‑month contract.

Position Summary

Provide technical assistance and conduct studies to help local governments make data‑informed decisions. Work with public works directors and other local officials on financial analysis, policy analysis, feasibility studies, benchmarking, and best‑practice research.

Responsibilities
  • Provide research and technical assistance services to local governments and other organizations.
  • Conduct studies through financial analysis, feasibility studies, benchmarking and best‑practice research.
  • Meet with potential clients to determine needs and negotiate contracts.
  • Establish and maintain relationships with existing clients and state government personnel.
  • Support strategic projects of the Institute and collaborate across the Institute of Government and Public Service and Outreach.
  • Conduct applied research and engage in scholarship on topics relevant to the Institute’s mission.
  • Share expertise through training, webinars, writing reports, and professional presentations.
Qualifications
  • Master’s degree in public administration, business, social work, sociology, law, economics, management information systems, or related field.
  • Five years of experience in government operations or management.
  • Experience with public infrastructure maintenance and operations.
  • Experience in financial analysis, data gathering, report writing, and presenting to elected officials.
  • Background facilitating groups.
  • Knowledge of state and local government structure, public management practices, and local government operations.
  • Knowledge of public works and infrastructure (sewer, water, utilities).
  • Ability to develop and manage budgets, oversee long‑term projects, and work independently.
  • Excellent oral and written communication skills and strong interpersonal skills.
