Job summary

The City of Bellevue's HR Department seeks an experienced Recruiter to guide departments through the hiring journey, design thoughtful recruitment strategies, and ensure an equitable, engaging experience for candidates and hiring managers.

You will partner with teams to assess workforce needs, manage NEOGOV workflows, coordinate onboarding, and deliver training on inclusive processes, contributing to Bellevue's diverse and high‑performing workforce.

Qualifications

• Bachelor’s degree in Human Resources, Communications, Business, or related field.
• Two or more years of professional, related experience in Human Resources, specifically full cycle recruitment. 5+ years of professional HR/Recruiting experience preferred.
• Experience with online hiring systems/applicant tracking system/ATS; NEOGOV strongly desired.
• Experience with JD Edwards desired.

Responsibilities

• Guide and support hiring teams through all phases of the City’s recruitment process, including timelines, screening criteria, outreach plans, advertising strategies, interview questions, and panel composition.
• Partner with hiring managers to assess workforce needs and advise on qualifications, education, experience, knowledge, skills, and abilities.
• Manage recruitments using NEOGOV to ensure fair evaluation and compliance with regulations and City policy.
• Facilitate hiring decisions and offers, including compensation and benefits discussions with Compensation team.
• Coordinate onboarding with hiring managers and HR teams, ensure timely communication with candidates, and maintain recruitment files.
• Deliver recruitment-related training on City hiring processes, equitable practices, and process improvements.
• Develop and implement inclusive recruitment strategies to diversify candidate pools using job boards, job fairs, community partnerships, and networks.
• Complete processing of new hires and maintain NEOGOV records.
