Qualifications

• Bachelor’s degree or higher in public administration, business, finance or related field.
• Experience in procurement, contract administration, or vendor management.
• Strong written and verbal communication; ability to present complex information clearly.

Responsibilities

• Prepare and administer formal solicitations (Bids, RFPs, RFQs, QBS) from inception to award, including scope and budgets.
• Administer various port-wide contracts: develop, execute, issue, maintain and monitor agreements; review invoices for compliance.
• Collaborate with department contacts to resolve contract concerns and re-solicit when appropriate.
• Draft contracts, communicate alternatives, and address problem/conflict situations effectively.
• Support market research to obtain competitive pricing and appropriate procurement vehicles.
