Qualifications

• The knowledge and abilities required to perform this function are normally acquired through training and experience equivalent to graduation from an accredited four-year college or university, plus at least one year of progressively responsible experience in the field or labor relations as a labor representative.
• Applicants must possess a valid California driver's license as a considerable amount of travel throughout California is required.

Responsibilities

• Serve as Chief Negotiator or Advisor of a negotiating committee
• Drafting comprehensive bargaining proposals, costing models, and impasse materials
• Developing and defending sophisticated total compensation surveys (incorporating base salary, education and POST incentives, longevity pay, uniform allowances, pension contributions, and regional cost-of-living adjustments such as BLS MARPP MSA methodology)
• Analyzing public agency financial documents, including CAFRs, adopted budgets, long-range financial plans, and fiscal projections
• Leading or co-leading negotiations with the objective of securing timely, equitable agreements or reaching impasse within a limited number of sessions through meticulous advance preparation.
