Job summary

The Town of South Windsor seeks a Deputy Chief Information Officer to support the CIO with strategic technology direction and hands-on leadership. You’ll manage network infrastructure, cybersecurity, and enterprise systems, while mentoring staff and coordinating cross-department projects.

This role requires deep municipal IT experience, CJIS awareness, and the ability to plan, budget, and drive digital transformation in a public sector environment.

Qualifications

• Bachelor’s degree in computer science, IT, or closely related field.
• 10–15 years of IT experience with >=5 years in senior leadership.
• Municipal or public sector IT experience is required.

Responsibilities

• Develop and update a comprehensive IT Strategic Plan aligned with Town goals.
• Provide leadership for IT, network, GIS, cybersecurity, and enterprise apps.
• Act as Deputy CISO: oversee CJIS compliance, risk, and incident response.
• Mentor IT staff and manage organizational change.
• Oversee IT budget, capital program, and grant opportunities.
• Collaborate with CIO and departments to deliver technology solutions.
• Develop business continuity and disaster recovery plans.
• Establish IT policies, data governance, privacy, and use standards.
