Job summary

The Public Employees’ Benefits Program (PEBP) Insurance Counsel provides legal guidance and advice on matters affecting state and federal compliance for the PEBP, which offers group health and basic life insurance to active employees and retirees. This role safeguards legal integrity and compliance with federal law, Nevada statutes, and public-sector requirements.

Qualifications

• J.D. from an accredited law school and active Nevada Bar in good standing or eligibility for reciprocity with Nevada licensure within 6 months of hire.
• Minimum 3 years practicing law with focus on health/administrative/insurance law or related areas.
• Experience advising clients on compliance, appeals, contract oversight, or regulatory interpretation.
• Ability to interpret federal/state mandates and provide actionable guidance to leadership.
• Experience collaborating with executive teams and public-sector stakeholders.

Responsibilities

• Ensure PEBP operates in compliance with Nevada Revised Statutes (NRS), Nevada Administrative Code (NAC), and statewide policies for public agencies.
• Interpret federal and state mandates affecting PEBP and advise leadership on necessary operational or policy changes.
• Support compliance with reporting, public records laws, open meeting requirements, audits, and statewide oversight processes.
• Provide legal guidance on public accountability standards, ethical obligations, and transparency requirements for state programs.
• Advise on COBRA and Nevada continuation coverage requirements; develop related policies and procedures.
• Oversee participant and provider appeals processes and coordinate with the Office of the Attorney General as needed.
• Present legal updates and strategic recommendations to executive leadership and the Board; draft analyses on policy changes.
• Draft and maintain Plan Documents, SPDs, policies, and amendments reflecting statutory mandates.
