Job summary

UN DESA, through its Division for Public Institutions and Digital Government (DPIDG), requires a consultant to develop and finalize Thailand's public sector innovation framework. The role involves organizing national and regional workshops, stakeholder consultations, and drafting the framework with government consensus to generate public value and SDG progress.

Qualifications

• Master's degree in public administration, social sciences, development studies or related field
• Fluency in English and Thai (written and spoken)
• Experience with UN agencies desirable
• Minimum of ten years of progressive experience in public administration, public sector innovation or reform

Responsibilities

• Facilitate and present findings at national workshop; lead discussions on approaches for developing Thailand's public sector innovation framework and build consensus on key elements
• Conduct stakeholder consultations and coordinate with government ministries to define framework components
• Draft the public sector innovation framework (strategy or action plan) as the main penholder and secure government acceptance
• Support officials in preparing and presenting the draft framework at regional workshops; document feedback and finalize the framework based on recommendations
