Job summary

Housing Authority of the City of Milwaukee is seeking a talented Human Resources Director to provide strategic leadership for the full employee lifecycle, aligning HR programs with HACM's recovery and sustainability goals. This senior role guides workforce planning, compensation, benefits, performance, learning, HR operations, records, and culture across the organization.

The Director will lead HR staff, advise executive leadership, ensure statutory compliance, and drive data-informed strategies

Qualifications

• Bachelor's degree in HR, business, public administration or related field.
• Eight+ years of broad HR experience with leadership exposure.
• Experience in employee relations, investigations, policy admin, recruitment, compensation, benefits, performance, HR operations, and employment-law compliance.
• Combination of education and experience may be considered.

Responsibilities

• Serve on the executive leadership team and align HR strategy with HACM priorities.
• Lead HR staff, establish service standards, controls, documentation, cross-training, and succession.
• Advise executives on organization design, workforce capacity, and risk.
• Develop and administer personnel policies, handbook, and work rules with legal review.
• Ensure compliance with federal, state, and local employment requirements and HACM policies.
• Direct employee relations, investigations, coaching, leave coordination, and dispute resolution.
• Establish recruitment and selection practices that ensure equity and retention.
• Lead workforce planning, organizational charts, staffing plans, and contingency coverage.
• Administer classification and total-rewards programs including salary structures and benefits.
• Design performance management processes linking individual performance to agency goals.
