Job summary

Gregg County in Texas seeks an experienced HR Director to lead the Human Resources Department, shaping policy, guiding strategy, and ensuring compliance with federal and Texas employment laws.

You will advise Commissioners Court, oversee recruitment, compensation, benefits, and employee relations, manage budgets, and steward HR information systems while maintaining confidentiality and professionalism.

Qualifications

• Bachelor's degree in human resources, public administration, business administration, or closely related field.
• At least five years of HR experience with supervisory/leadership responsibilities.
• Experience with employee relations, investigations, policy development, benefits, compensation, recruitment, and employment-law compliance.

Responsibilities

• Direct and supervise the HR Department, staff, budget, and priorities.
• Advise Commissioners Court and department heads on personnel policies and practices.
• Develop, interpret, and administer HR policies, classifications, pay practices, and programs.
• Ensure compliance with federal and Texas employment laws including FLSA, FMLA, ADA, Title VII, EEOC.
• Oversee recruitment, onboarding, performance management, development, succession planning, and separations.
• Administer benefits programs and coordinate with vendors, payroll, risk management and legal counsel.
• Lead employee relations matters, investigations, and grievance processes; maintain confidentiality.
• Maintain accurate HR records and HRIS; generate reports for County leadership.
• Monitor legislation and court decisions affecting county employment; propose changes.
• Perform other related duties as assigned.
