Maricopa Association of Governments is seeking a Finance Manager to lead the Fiscal Services Division in Phoenix. The role combines hands-on technical accounting with strategic leadership, overseeing fund accounting, budgeting, grant compliance, and financial reporting.

Qualifications

• Experience in public sector fund accounting, budgeting, and performance auditing.
• Ability to interpret complex financial records, grant expenditures, payroll registers, and ledger transactions.
• Experience applying post-award grant accounting and reporting principles, and internal controls.

Responsibilities

• Staff Supervision & Development: Oversees day-to-day fiscal operations and drives team performance through training and coaching.
• Direct 'Working' Fiscal Operations: Processes transactions, closes accounts, posts journal entries, and reconciliations.
• Financial Reporting & Auditing: Manages GAAP-compliant reports, leads external audit, and prepares indirect cost plans and Form 990 returns.
• Post-Award Grant Management: Oversees grant financials, monitors revenues/expenditures, ensures SEFA compliance and Single Audit findings.
• Cross-Functional Fiscal Support (Procurement & Payroll): Guides payroll operations and procurement activities.
• Budgeting & Forecasting: Directs annual and biennial budgeting and long-range financial plans.
• Systems & Major Initiatives: Leads ERP system development, testing, implementation, and maintenance.
• Internal Controls & Compliance: Establishes controls to safeguard assets and ensure legal compliance.
• Strategic Planning: Provides financial insights for long-term strategies and cost-saving opportunities.
