Job summary

The Housing Opportunities Commission of Montgomery County (HOC) seeks an experienced accounting professional to direct the Accounting Department. This senior role oversees GAAP-compliant financial operations, including property, grant and bond accounting, payroll, and financial reporting.

The incumbent will guide audit activities, supervise staff, and ensure accurate, timely statements across multiple funds and HUD programs, with contact to executives and external agencies.

Qualifications

• Bachelor's degree in Accounting, Finance, Business or related field.
• Six+ years of accountant experience.
• At least two years of supervisory experience.

Responsibilities

• Oversee the Agency Audit.
• Plan, direct and monitor the Accounting Department.
• Direct maintenance of books and records according to standard accounting procedures for all financial activities.
• Prepare financial statements required by funding sources and regulatory agencies as well as the Commission and non-profit corporations under management.
• Delegate authority for receipt, disbursement, banking, protection and custody of funds, securities, and financial instruments.
• Design and implements cash management system.
• Analyze financial records to forecast future financial position and budget requirements.
• Advise management on investments and loans for short- and long-range financial plans.
• Develops new accounting sub-systems and reviews and revises existing systems.
• Review, approve or correct financial records produced from Yardi.
• Coordinate liaison with auditors and government officials.
• Supervise and train staff in the Accounting Department; oversee personnel actions, recruitment and performance appraisals.
• Coordinate inter-divisional projects.
• Perform other related duties as required.
