Job summary

Deschutes County is seeking a thoughtful Chief Financial Officer to lead the Finance Department and strengthen financial systems in a growing Central Oregon region.

The CFO will advise County leadership on strategy, budget development, fiscal policy, debt management, and risk, while ensuring transparent, responsible financial management and robust internal controls across accounting, payroll, procurement, and tax collection.

Qualifications

• Bachelor’s degree in Accounting, Finance, or Business.
• B.S./M.B.A. level education preferred for leadership roles.
• Six years of public sector financial operations management experience or equivalent.
• Experience with enterprise financial systems and governmental accounting practices.

Responsibilities

• Lead the Finance Department with integrity, clarity, accountability, and public-service focus.
• Advise County leadership on financial strategy, budget development, policy, risk and long-range planning.
• Oversee accounting, financial reporting, payroll, procurement, property tax and related fiscal functions.
• Lead preparation, implementation, monitoring, and forecasting for the County budget.
• Safeguard County assets through strong policies and internal controls.
• Support capital planning, debt management, grant oversight, and financial systems improvement.
