Job summary

The Training and Education Manager (TEM) assists the Deputy Director of Emergency Services by managing the training and education functions of the Berks County Department of Emergency Services. The TEM oversees public safety communications training and continuing education programs in line with state and federal statutes.

Qualifications

• Bachelor’s degree plus five years of emergency services or 911 telecommunications experience with emphasis in adult education or emergency management.
• Must obtain PEMA County Basic Emergency Management Staff certification within one year of appointment and Professional Certification within three years.
• Experience as a Telecommunicator or Watch Officer; Berks County experience preferred.
• APCO, EMD, and PEMA public safety telecommunicator and supervisor/instructor certifications.
• PA Department of Health EMS certification (1st Responder or higher) required.
• NFPA/NIMS certifications and related licensing desired.

Responsibilities

• Develop, administer, and coordinate a comprehensive training program for all staff, delivering training personally and directing others.
• Supervise and manage the workload of all employees’ training functions within the department.
• Provide classroom, group, and one-on-one training for all Telecommunicator functions.
• Attend meetings, trainings, and public outreach outside normal hours as required.
• Assist in department budget planning related to the incumbent’s areas of responsibility.
